Since I am not going to list every countries and cities, this will be up to the GM to determine which regions are highly technological dependent and which regions are struggling to survive because they where very affected by WWIII.   The best I can do is list every continent and major regions and talk about them in general terms, about the major powers dominating the area with their political and technological influence to give you a better idea of the apocalyptic world of Cyber Soldier.
 
 

    Large nations were scattered in numerous little communities or at best, governments, during the Great Catastrophe.   Now most towns are very isolated and lacks in knowledge of their surrounding due to the fact that they have to concentrate pretty much more on survival than world exploration.   This can easily explain why, for example, a small rural community would have absolutely no idea of what's happening in a city that is 1000 Km away.   Still don't think that every town is self reliant and isolated from the rest of the world, in fact, the majority of the world trade a lot with the surrounding cities and relies very much on this to survive.   Usually there is a big city trading it's technology to the small agriculture villages in the area for food and other primal needs like this.

    Now the world is in a chaotic state and all nations are very scattered and generally unorganized.   Due to this fact many local political and para-military groups try to unite the surrounding cities into one powerful nation but not every city wants to be controlled by a government again and because of this, small scale wars are still existing all around the globe because of this.

    In 2060, general global pollution has risen at a alarming rate, almost completely destroying the protective ozone layer around the planet.   Skin cancer and diseases are very common and people now die much younger unless they live in a big high tech city with plenty of medical facilities.   Global temperature has risen too, about 10 degrees Celsius in average and some equatorial places are now inhabitable due to this.   With the global warming, thousands of tons of ice have melted on each poles, flooding Km of land located near the poles.

    Now, about 5 years after the Great Catastrophe, the Dominion has control over almost all north America.   It's territorial influence would be concentrated generally in what we used to call the US west coast, the US east coast and south-west Canada.   The FDA, Federal Dominion of America has complete monopole over North American technology, political organization and military force.   Their influence is slowly taking over the entire country we used to call USA and propagating in south Canada.   Independent cities after independent cities, they all fall to the control of the mighty FDA political control.   To gain new territory the FDA mainly use negotiation and diplomacy by they do not seem to mind using violence has a tool of coercion over small armed resistance organizations.

    The Canada is probably the only country in America to have a national government controlling the nation.   Canada does not seem to have suffered much from the war than the what we used to call the united states but it government is fighting the FDA with less success than expected and is having a very hard time to reunite all province has they were before the war.   Canada is having much trouble fighting against Quebec, a small but fierce little country located north-east of Canada.   During WWIII, Quebec has taken the opportunity to make itself independent from Canada, but now Canada want Quebec back and is fighting for it.   In general terms, the Canadian government is big big troubles, fighting two fronts and trying to unite the rest of the provinces.   Rumors says that soon, Canada will collapse and fall to the control of the FDA and QLA, Quebec Liberation Army.

    In central America, most countries are simply struggling to survive the disaster except for Cuba that is slowly invading the little struggling countries nearby and spreading it's Communist influence with much success. Mexico, probably the only country in the area strong enough to resist the Cuban army, is fighting with them, barely keeping them at edge.

    The once glorious and breath taking Amazon is no more.   About 90% of the trees have died from the horrible war and the entire south America is has poor has ever for the exception of Brazil and Argentina who are quite industrialized compared to their neighbors.   Brazil and Argentina have formed an alliance called the LSAA, Latin South American Alliance, a strong unification of military and political resources that have survived WWIII together and that is trying to recover from it.   The LSAA is slowly  recruiting the other surrounding south American country.   Since they do not want any more bloodshed, they use only negotiation and only violence has a last resort option.
 

    Spain, Portugal, Italy and Greece allied themselves against hostile North African countries like Morocco, Algeria, Tunisia, Libya, Egypt and Turkey.   A terrible war was then fought at sea.   Thanks to the English that provided powerful Naval Vessels, the South European Countries won over the North African Forces.   This victory cost them a heavy price.

    North Europe's countries fought the Russians with much or less success, losing territory sometimes and regaining it.   Has a matter or a fact, they were unable to pierce Russians defenses and cause major damage.

    Now, after WWIII, the WEAF is still very active, slowly trying to recover and reunite all europe once more into a peaceful continent, successfully recruiting Spain, Italy, Holland, Switzerland, Scotland and Ireland.   It is said that the WEAF is now the world's most powerful organization.

    Unfortunately, East Europe was heavily touched by the Great Catastrophe (being the battle field between the Russian German forces and the WEAF).   The little countries in east Europe never recovered and are now only barrens and wastelands, still fighting each others for the meager resources available in the area.   North and South Europe slowly recover from WWIII, but the progress is barely noticeable.
 

    Africa, probably the poorest continent on Earth before WWIII, became even worst after it.   About 5 years after the beginning of Great Catastrophe, South Africa formed the SAD (South African Dominion) and started to invade south African countries nearby.   Soon, Green Berets came to their rescue and fought the SAD.   The SAD took the opportunity that the Americans and Canadians could not send much Green Berets to Africa and attacked their forces without mercy.   Surprisingly, the Green Berets were now has well prepared has they tough and the first wave was easily defeated.   The SAD took the morale opportunity to defeat other nearby Countries rapidly before the Green Berets could send more troops.   The second wave was really more efficient and prepared.   The SAD could not advance farther.   Because the Americans and Canadians could not send more troops, they had a hard time repulsing the SAD to it's place.   Experienced Green Berets trained thousands of local Africans and then successfully fought the SAD.   Slowly but surely, the SAD lost influence and got kicked back into it's own territory where it was defeated.   I took 25 years to destroy the SAD.

    A few years after the defeat of the SAD, most african countries starter to fight each others, using the experience they learned from the Green Berets.   The Americans and Canadians could not send anymore troop to Africa to quiet down the hostilities because they were too much weakened by internal problems with the Dominion and global problems with Russia and Middle Orient.   Day after day, year after year Africa destroyed itself slowly in every way possible.

    Now Africa is has poor has ever, not recovering a bit from the war, too weak to continue fighting each others.   Africa is now a total wasteland and partially inhabitable because of global warming.
 

    At the beginning of the Great Catastrophe, China was plagued by a bloody civil war that caused the country to become much more poor than it was before.   Barely emerging from the civil war, China got in conflict with Japan and later on, their started to fight each others.   China held for about 20 years before surrendering to Japan.   This day, Japan and China formed the UAF, United Asian Federation.   Not a year later, the UAF was on it's way to impose it's laws to the others nearby Asian countries.   Mongolia, Korea, Philippines, Thailand and Viet-Nam were the first targets.   Somewhat, they aimed too high and the resistance was far more tough than they first expected.   Soon, Americans engaged the UAF into naval warfare over the Pacific, like in WWII.   Due to it's fighting all over the globe and it's internal problems, the Americans were not able to win that war over the sea.   All sides suffered heavy loses from theses horrible battles.   At the end, the UAF's never truly recovered from China's civil war and the war between China and Japan, this lack of resources and financial power led to the defeat of the UAF.   The UAF withdrew it's troops from hostile territory and finally peace was settled in Asia, for now.

    There is not much to tell about South-West and South-East Asia, except the fact that many small civil war broke there, weakening tremendously the land there.
 

    Israel was torned apart by a civil religious war and got very weak because of it.   Saudi Arabian came in conflict with Iraq and unfortunately got crushed by them later on.   They were liberated by US green berets when Baghdad felled.

    Now, most Middle East has been plagued by war and famine and almost all sources of petrol have been drained by thousands of tanks and other war machines during the war.   The entire continent is has poor has ever, barely struggling to survive trough small scale wars for the remaining of the nearby resources.

    Oceania never were really evolved in technology except for Australia.   At the end of WWIII, many big corporations took over the country by cheer financial power.   With all the megaplexes running the country, the global technology level has risen tremendously in the area rendering Australia almost has advanced had the WEAF or the FDA.
