Background
Seward graduated from the University of Kehner at Macedonia on the
planet Ionia and after his residency volunteered to work for the
Stability Corps providing medical aid to underdeveloped worlds
for the next 5 years.
At present he has been angling unsuccessfully for a position working for
the Cardadian Medical Service, and discovering that talent doesn't usually
defeat political connectivity in getting the high paying prestige jobs.
Adventure Seed: A rival for one of the few available openings in the CMS
has the underworld connections (specifically he/she is or has been party
to such crimes personally) to frame Dr. Seward for insurance fraud.
The evidence may or may not be sufficient to convict Seward, but it is
sufficient to have him arrested. If the PCs can get him exonerated
or at least off planet, they may well have the services of a pretty good
doctor available to them.
