My friend Heath and I are busy developing some ideas on the government, organiastion and layout of the Inner Planes. The text below is what what we have developed so far. It aint much but more will be forthcomming in the future.
First up the stuff by Heath
League of small regions/lords. Constant political manoeuvring between lords princes and regions to gain power over the others.
Questions:
What constitutes power for them. ie how do they determine who is the most powerful and who rules. Maybe voting system about each action that is taken with manoeuvring by different sides to get support from each other for particular actions.
Expansion of regions therefore the controller has access to a greater share of the Silt power. Maybe this is why then that the individual lords have not noticed the gradual degradation of the density of power within the Plane.

Not so much laws as etiquette. Not written. Things not done because it is not "right" not because of a ruling from above. a group of judges are recognised as an authority for settling disputes and assessing SERIOUS breaches of etiquette. in an emergency a figurehead can be authorised by a meeting of judges to be granted military authority. the judges tend to hold public opinion as important recognising the fact that they need the support of the populace. a judge may be appointed by other judges either with full or partial judicial powers, temporary or full time. the general populace may propose that someone be given judicial powers by the judges. it is not necessary to be powerful to receive a judgehood on the contrary most judges themselves are usually weaker than most elementals.

Lightning chosen to be ruled by rain. rain instead of mist due to the ionisation caused by the lightning merger. ruled by an enclave or council -very obscure. threw in its lot with elemental planes as it recognised the importance of water. the populace in general tends act as a beaten foe with some members suggesting that they sided on the wrong side. there is some factionalisation amongst groups. the enclave made a large error by sitting on its hands until it was too late but seems to be manoeuvring in the background to repair damage. the enclave recognises it mistake but is having difficulty motivating the general populace and containing rival factions.

The plane of sun was created when the region(then smoke) was usurped by a rogue radiance elemental. this lord holds a tyrannical rule over the region and all rivals to his rule are quickly and efficiently dealt with. his heavily expansionist attitude keeps military forces at the borders in a constant state of war. he is constantly sending fresh troops to these warzones and thus keeping possible rival forces busy. he has been largely joined on the plane by other rogue radiance elementals magnetised by his charisma. little is known of what the denizens of radiance are doing about this rogue.

Now for my little bit.
Conclave of warlords. In some ways quite mad. "Blood"thirsty. In a battle will usually have the upper hand. Leader of conclave is the one that has beaten the s%#t out of the rest of em.
Elder system rule by the oldest (in terms of elemental - like freaking old) and most powerful. Wisdom important socially. The elders have seen the changes in Athas, know what needs to be done but are hemmed in and fighting a defensive battle vs Silt and Magma. Mortals are seen as important but not on the same 'level'. The mortals are given a large amount of respect because of their unique perspective and importance to the survival and growth of Earth. But final decisions still are made by the elders of Earth, who will most likelihood take into consideration what the mortals have to say.
Morose. Ritualised almost religious society. Mortals seen as the saviours of the Plane. Long ago it was realised that the path to power and life was through the mortals. The sage who taught this to them was one of the first casualties when Silt(Then almost still Ooze) made the first sneak attack. Along with many of the High Council of the Water elementals. This though has been almost forgotten, they do not remember why the mortals were needed and just worship them or hate them. Mortals divided into good (those that worship water and help water) and evil (those who don't worship water and abuse or help the 'nasty' silt elementals.) The Water elementals either hate or love the mortals no middle ground.
Power respected wish to gain the glories and heits they once knew.
