Item Creation

I would probably add:
* requires Mental Prodigy: Science, Engineering, or Occult
* Max Quantum equal to mega-int
* Max Nova points on an item equal to INT+Engineering
* Each item requires maintence
* Each item can be destroyed and must be re-created using
the full process.
* Reasonable limiters can be applied
