6/24/99 Updates are few and far between, but a new challenge presented to me on the Apolyton forums called OCC has renewed my intrest in the game - Take the challange on my Contest page then feel free to discuss your games on the forums.

11/5/98 Wonders section is updated It now should contain EVERY wonder and a ranking. There are also some links that make it easier to navigate through my strategy. Also I ran a spell check through the page so most of those errors should be gone. Is there some intrest in a full ranking of units? let me know and I will work on one

10/14/98 The HOF is rolling along with some more games added, and a scenario plus a civmania link added to that page. Soon I will move my strategy to a new page and add a more detailed Wonders and Tech tree sections with possibly a units section. Happy civing!!

Check out the final stage of My Best Deity win using this strategy Some stats on how I set up this game. Random World, Large map, Large land mass, 7 civ's, Ragging hordes, and no reloading (except when I accidentally hit return before I finished everything I needed to do in a turn)
Civilization II is probably the best strategy game ever made. I understand that there are many ways to play and win this game and I have been successful at different strategies, however here I will give you my favorite way of winning and Deity level.
My favorite way of wining is to conquer the world as soon as possible. I will usually play on a random, large world with raging hordes and standard rules (AND NO CHANGES TO THE RULES.TXT). The key to winning is to expand as fast as possible.
First Take your first settler and build a city on the opening square or the next one. (Never move more than twice before founding your first city) Take your other settler and look for a good place to find a second city. Don't look too long. I usually try to find some grassland either near some rivers or next to some terrain improvements just far enough away from the capitol so that they do not overlap.
Second Build warriors first in both cities and use them to explore the territory and get all the goodie huts You can find. Then build settlers in both cities and build new cities. Again do not go too far and try not to overlap cities. I usually try to find cities on grassland or plains near water and/or resources (esp. Coal, whales, and pheasants)
Third After you have about two or three warriors running around have your cities leave their first unit in the city (make phalanx if you can) for defense and to keep disorders down. Continue to produce settlers as the second unit. Your first two or three cities should build a defensive unit then more settlers. You can use these to make terrain improvements. It is helpful to have your empire connected by roads.
Fourth Once you have produced a settler of two in every city make another defensive unit then build library or city walls (you will want each in every city but do not start building improvements in every city at once so that you can build more units) except in one or two high shield producing cities to reserve for wonder building. Leave three units in each city eventually to keep from going into civil disorder and defense.
My strategy consists of two basic concepts. 1)Expand and attack as much and as quickly as possible and 2)Science, Science, Science.
My Science Rate is Always set at the maximum for the government type and Luxuries set at Zero.(unless I am running a deficit, then I will bump up the tax rate) My first major goal in any game is to get a city founded with as many river squares as possible, then build Colossus in it. As the game progresses I make sure that city gets Cor's Observatory and Newton's College along with Lib, university, and eventually superhighways. Also build a granary if you do not have pyramids. This is my "super science city" you would be amazed how much science this one city can kick out at Communism before flight is discovered. Sometimes I will make a scientist of two in this city even if it is not necessary in order to keep the citizens happy.
Most all other cities will have at least a library if not a university as well. I also make an attempt to have a "Super Shield city" at least at the beginning. If you can get a city near some hills esp. if there is coal then mine and get King Richard's Crusade and build wonders like crazy. Also, I will often have 3 or 4 cities building wonders at the same time because I really like to get all the wonders that I can.
Because my strategy is so military orientated I do not dabble with the "representative" governments. My Governments follow a strict line from Despotism to Monarchy to Communism. I find that with my "super science city" and my science rate set at the maximum I have no problem staying as my science advisor says "The E to the MC Squared!!"
My official strategy is: never make peace with any AI. However, I do sometimes adjust this depending on the game and the time period. This area of the game I believe is less critical but this is how I like to do it.
I do occasionally accept a peace treaty early in the game so that I can expand quickly without having to worry too much about defense. Most of the time I will immediately demand tribute and if they don't go to war with me I will occasionally keep demanding tribute until they do. I hate to break treaties and cease fires, but I will if I can't get them to declare war on me when I want to attack (I don't have a lot of patience)
I will almost never trade tech's unless I need a particular tech to build a wonder now this is also one of the few times I will accept a peace treaty.
There are in my opinion two wonders that are absolutely critical at deity. All other wonders you can live without but some are at the very least extremely helpful. One thing I have found is that before you have caravans to help you build wonders quicker you can build diplomats which have no support and disband them in the city that is building the wonder. On deity civil unrest becomes a major hang-up so you may want to make sure you get the happiness wonders. Here is my list of wonders and a ranking

I don't believe that there is a certain path that you must follow in order to win. A lot depends on which techs you are able to research and which techs the AI's have. However, If you have GL you should streamline your techs towards a particular goal and let the GL pick up the rest (at least until it expires) The rest you can steal. Any way here is a brief out line of the tech's I strive for in order you will need to fill in the gaps yourself depending on the game.
