The Mizu-Gumo was designed to take advantage of leg-mounted heat sinks on quad 'mechs. With 20 tons of armour and no ammunition restrictions, the MZG-1 could defend like a fixed gun emplacement, but still be moved as necessary. The Mizu-Gumo's mobility also meant it could reinforce a weakening line or even be hidden nearby to belie base defense strength.
Quadruple PPCs not only gave the Mizu-Gumo ample firepower, but enough range to keep from falling easily to fire lances. Overheating was not considered a major design problem. The garrison would simply have to dig small ponds for the MZG-1 to stand in and cool down at an accelerated rate. Designers also felt that incoming 'mechs would be so damaged by the initial volley, that the pilot would not have to continuously fire all four guns. Also, the Mizu-Gumo could continue fighting even if several PPCs were damaged or destroyed by a determined assault. This would account for the Mizu-Gumo's relative lack of close-support weapons.
