Belldandy is the first (and, in my opinion, the best)
Goddess that we meet. Her personality is sweet,
caring, and understanding. Her forehead bears a
marking of a diamond, which is her means of
communication with Heaven, at least as a way of
granting wishes. In the manga, and parts of the OAV
she calls Heaven on the phone. She has two sisters
(well, one half-sister and a sister), Urd and Skuld.
They are introduced in OAV's 2 and 3, respectivly.
Two of her favorite things (besides Keiichi) are
Darjeeling Tea and "Prince of Wales" brand chocolate.
Belldandy first meets Keiichi when he tries to call
for take-out, but accidently calls the Helper Goddess
Office. She visits him and grants him one wish. His
wish is for a goddess like her to stay with him
forever. She misinteprets this as meaning for her to
stay there with him. According to the OAV, he asks
specifically for her to stay there with him. Go with
whichever version suits you better.
Grade One? First Class? Unlimited Liscence? What does all of that mean?
Well, friend, I'm glad you asked... Basically, it means that Belldandy is a VERY powerful Goddess, and has about unlimited power at her disposal. In fact, she has to wear a limiter earring that limits her powers, so that she doesn't use too much at once. As one page put it, "Without her earring, Belldandy would have enough power to destroy Tokyo in the blink of an eye, and put it back like it was in the next blink.". So I'm sure that gives you an idea as to her powers.
As far as what the terms themselves mean. Well, Grade (I'm making an educated guess on this one.) is dealing with the overall quality and power of her powers. The lower the Grade, the better. Skuld and Urd both have Grades of two, compared to Belldandy's Grade of one. The Class is referring to the jobs that the Goddess' have. Belldandy has a Class one job, which was giving wishes to people that deserved them. Both Urd and Skuld had jobs working on the Yggdrasil system in heaven, Class two jobs. The Liscense is how much power and precision the Goddess' have when using their powers. As you may have noticed in the OAV, Urd's magic and Skuld's mecha didn't always work as planned, but whenever Belldandy used a spell, it always worked.
