Luna and Diana were watching the news. The newscast told about the Duchess of Amethyst, who was ill and couldn't make her meetings in town. Diana mentioned that in Crystal Tokyo, Neo-Queen Serenity and King Darien sometimes had a bad fever the night before a really big meeting. Luna was shocked at this news, and somehow thought it convenient that they always felt better the next day.

Meanwhile, Serena needed help carrying her things. She had spent all her money on buying books, and Rini wasn't helping her to carry them. As the two started fighting, a rather elegant woman came between the two and stopped the fight.

"Fighting is very unbecoming to pretty girls like you." The woman said. "Let me help you settle this."

The woman, who was young and very pretty, spotted a passing man and put her hand gently on his face. The man stopped, and the woman asked the man to carry Serena's things. Serena and Rini gasped in shock. Another man was passing, and the woman stopped him too. Serena and Rini ran ahead, getting away from the scary woman as fast as they could.

"Can you believe her?" Serena said to Rini. "What a buttinski."

"Yeah, really!" Replied Rini.

The two happened by a festival as they were walking home. Rini wanted to run home and get changed, and Serena wanted to get home and take a nap. The two didn't know that the strange woman was following them, and saw the festival too. The woman thought it looked like a lot of fun, but kept on following the girls.

Meanwhile, the Amazon Trio had selected a picture of Dutchess Rubina of Amethyst. Tiger's Eye wasn't interested in the least, but Hawk's Eye was. Fish Eye and Hawk's Eye were convinced that the Dutchess has skipped out on her royal duties, but Tiger's Eye still wouldn't go. It didn't matter anyway, since Hawk's Eye wanted to go.

A few minutes later, Serena and Rini finally got the door open to their house, to go to the festival. They were both decked out in colorful kimonos. When they opened the door, they were greeted with an odd sight. At the front gate, standing very gracefully, was the same woman who had broken up their fight. The woman introduced herself, and stood to the side, waiting for them to leave. The girls, though confused at the woman's mannerisms, decided to go. Diana crept up into Rini's bedroom window and looked at the woman.

"She looks like..." She said quietly.

The girls and Rubina arrived at the fair. Rubina was absolutely astonished by the fair. She loved the beautiful lights, the families together, and the fun people were having. She was at a cotton candy stand, and the shopkeeper was making some for her. Rubina saw the police, and hid behind the cotton candy maker. The maker blushed, and lost his concentration. As he did, he didn't realize that the cotton candy he was making kept getting bigger and bigger. Serena and Rini wondered who she was, but decided to stick with her. Serena decided to try her luck at a game, but lost. When they looked back up, Rubina was gone.

Rubina was walking by herself, wondering what to do next. She heard a kid literally screaming at his mother to buy him a balloon. Rubina thought back to an instance where she couldn't have something she wanted.

"You should try not to be so selfish, Your Grace." Rubina's woman attendant said.

"I don't think it's selfish!" Rubina said. "A regular tourist can visit any attraction or site, wherever and whenever they want."

"But you're not a regular tourist." The male attendant said. "You're the Dutchess of Amethyst, and you can't just run around wherever you please!"

"You represent our country while travelling, Your Grace, for the sake of good relations between our country and others." The female attendant said.

Rubina sighed. "So it's fine with you if my freedom is sacrificed. Is that what you're saying?" She said.

The female attendant replied rather tentatively, "Sadly, yes Your Grace."

Finally, Rubina just sighed and agreed to dress for their appointment.

The child who wanted a balloon so badly continued screaming, until a small but graceful hand offered one to him. The kid took the balloon, and ran away with it. The kid's mother ran after him. Rubina marveled at the freedom. Rubina looked over suddenly, and there was a large crowd of children standing before her. She started to take balloons off of the stand's rack, and giving them to the children. One slipped out of her hand, and she watched as it sailed into the sky, free as anything.

"Excuse me. Hello?" The shopkeeper said. "You are paying for all the balloons you gave away, aren't ya?"

"Pay?" Rubina replied. Not knowing what to do, she just handed the man a balloon, hoping it would make everything okay. The man grinned and blushed at the pretty woman, but was suddenly angered. He wanted to be paid, but Rubina had no idea what he meant. The man moved to strike Rubina, but a hand grabbed his arm, and held him back. It was a disguised Hawk's Eye. Hawk's Eye threw the man to the ground.

"Are you alright?" Hawk's Eye asked.

"Uh, yes." Rubina replied.

Hawk's Eye walked up to Rubina. "You know, you need to pay for things whenever you want them, with something the public calls money." He said. "Dutchess Rubina."

Rubina gasped, and pushed Hawk's Eye down with all the balloons of the balloon stand. She declared that she was going to be as free as the balloons, and ran off. Hawk's Eye stood up, and went to go after her, but he was suddenly hit hard on the head with a bat. The stand's owner had hit him. Hawk's Eye offered the man 1000 yen (which will buy you less than nothing in Japan), but of course, it wasn't enough. Hawk's Eye was hit harder on the head by the bat, and didn't stand much longer after that.

Rubina had run to a quiet place. Serena and Rini searched for the lost Dutchess, and the cats and Darien spotted her first. Darien walked towards her, and Rubina gasped, ready to run.

"You don't have to run away. I'm not chasing you." Darien said calmly.

"No?"

"I know it's none of my business, but for your sake, please go back to your hotel." Darien said. The woman looked at him, confused.

"I know you must long for the freedom we take for granted." Darien said. "But what about the people in your country who treasure you? You mean so much to them. Without you, they worry so, and their country is incomplete."

"Who are you?" She asked.

Just then, Serena and Rini arrived, finally finding their guest. The two spotted Darien, and said that they were on their way to pick him up for the fireworks display. He said that he had other things to do, and that he would go with them next time. Serena asked Rubina why she had disappeared, and Rini told Serena to leave that to Rubina. The girls asked Darien where he had been.

"Actually, I came across her when I was looking for you two." Darien replied, with his cover story. "She was a little lost, and asked me for directions, didn't you?"

"Oh!" Rubina gasped. "Uh, yes!"

Darien said he had to go, but would treat Serena to anything she wanted next time. Serena was ecstatic, but angered when Rini warned Darien about promising anything to Serena. The two began to fight, but Rubina didn't notice.

"Darien..." She said quietly.

Darien turned a corner and spoke with Diana. He was pretty sure that it was Dutchess Rubina

"Shouldn't we do something for her?" Wondered Artemis. "She's so out of touch with the real world."

"I'm worried about her safety." Luna said.

"I'm sure she'll go back to her responsibilities soon." Darien said.

Luna and Artemis were worried that Rubina might be the next victim.

That night, Rubina was sitting with Rini and Serena, watching the fireworks. Rubina had a question for Serena.

"Are you able to allowed to see your friend Darien anytime you want?" She asked.

Serena replied, "Sure! Except when he's busy, or I'm busy, or, well, basically we're both busy!"

"That must be nice." Rubina said. "You're very lucky."

Serena and Rini went to move up closer, and Rubina went to follow them.

"The beauty of fireworks is short lived." A voice said behind her. Rubina stopped. Behind her, Hawk's Eye was standing. Meanwhile, as Serena and Rini ran towards a closer spot, they glanced behind them and saw that Rubina was gone.

Rubina and Hawk's Eye were in a secluded tennis court. Rubina told him that if he was there to take her back to the hotel, he wasn't needed. Hawk's Eye revealed that his motive was hardly that. He revealed his true form, and trapped Rubina against the upright table, exposing her Dream Mirror. Serena and Rini heard Rubina's screams and followed them. Hawk's Eye got a good look at Rubina's dreams, but didn't find Pegasus. Serena and Rini happened on the scene.

"MOON COSMIC DREAM ACTION!"

Hawk's Eye, angered that he suffered a headache, and losing money over Rubina, wanted to eliminate her.

"Hold it!" Two voices shouted. Hawk's Eye looked atop the referee's chairs to see Sailor Moon and Sailor Mini Moon.

"Fireworks should be adjoined in time to celebration!" Sailor Moon shouted.

"And your evilness spoils it all!" Mini Moon added.

"We're the Sailor Scouts!"

"And we stand for Love and Justice!"

"I'm Sailor Moon!"

"And I'm Sailor Mini Moon!"

"And on behalf of the Moon, we shall punish you!"

Hawk's Eye called his Remlis, which was an elephant trainer. Well, sort of. It was an elephant, and the actual trainer was a talking sphere. It introduced itself, and started prattling on and on about how it had a fight with a previous Remlis, and all sorts of things. Hawk's Eye asked it if he could leave the fight to the Remlis, but it wasn't listening. Finally, he poked the Remlis, and told it to attack. Attack it did.

First, the ball was taken off of the elephant's back, and put on the ground. The elephant started balancing on the ball. The ball wasn't strong enough to hold the elephant, and cracked. The ball threw the elephant off of it, and started to charge at the Sailor Scouts. The two jumped into the air as the ball planted itself in the ground. They ended up landing on the ball, and it started rolling around the tennis court. The Sailor Scouts struggled to stay upon the ball.

"If you can hear me, I'm going now." Hawk's Eye said. He tried to jump up into his portal, but the elephant was already in his way, stuck. Hawk's Eye pushed the elephant in, and went after it.

Rubina was freed, and fell to the ground. The ball Remlis rolled towards Rubina. The two Sailor Scouts, unable to stop the ball, couldn't think of what to do. Finally, a rose flew to the ground. It was Tuxedo Mask. Before he could start a speech, the ball rolled right over the rose, and continued on its path towards the Dutchess. He leapt off his perch, and using his cane like a pool cue, knocked the ball into the fence. The two Sailor Scouts fell to the ground. Tuxedo Mask told them to attack.

"Please, Pegasus! Protector of Dreams!"

"CRYSTAL TWINKLE BELL!"

"MOON GORGEOUS MEDITATION!"

The Remlis was destroyed, and Rubina slowly came to. The girls and Darien came to her aid, and helped her to the hotel she was staying at. They stopped a block away at Rubina's request. She got out, and thanked Rini, Serena and Darien for a memorable day. The girls smiled and welcomed her.

Rubina had the most fun of her life. She had to get back to her responsibilities. The girls saw Rubina off, as she walked into the night towards her hotel.
