Commander Fuyutsuki is second in command of NERV. He has been involved with NERV and the Evangelions since NERV's establishment. When Gendou is not available in Tokyo-3, Fuyutsuki is responsible for all of the operations of NERV.

He was a professor at Tokyo-2 University when introduced to Gendou Rungobunki by Yui Ikari. He was introduced to the newly formed NERV by Gendou.
