Somewhere out in space, the White Rock Fleet of the Galaxy Police is trying to stop a villain from advancing. Their efforts prove futile as their ships disintergrate at the coming of the villain's huge ship. The Galaxy Police Marshall calls the police chief to ascertain the whereabouts of the villain. After making his report, he inquires of his assistant about which GP detective was closest to the last known location of the villain. He nearly chokes as he finds out that the cloeset available unit is--Galaxy First Class Detective Mihoshi. It's not that Mihoshi wasn't a good detective, but that she causes a lot of damage while on the job, which has cause the GP to be in the red. His assistant tells him not to worry, as he just might have an idea on how to handle Mihoshi.
Right outside the rings of Jupiter, Mihoshi receives a message from the Galaxy Police Headquarters. Her orders--to locate the nefarious space villain Kagato, and report immedately back to headquarters once she's located him. Mihoshi, however, misinterprets the order, and takes it upon herself to capture the space villain, despite her section chief's protests and concern for her safety (with her being the grand-daughter of Galaxy Police Marshall and all). Mihoshi shuts off the communication before her orders could be made clear to her again.
Wanting to find out more about the villain she's looking for, Mihoshi asks her computer, Yukinojo, for a complete report on Kagato. She soon gets bored with the report and decides to just cruise for a while.
It's fall time as the Tenchi gang visits an onsen owned by Tenchi's great aunt, and, as usual, Ryouko tries to "seduce" Tenchi. When Tenchi tells Ryouko to stop, she starts blaming Aeka and the incident that occurred between Tenchi and Aeka while hiding from the rain in the tiny mountain cabin.
Once in the bathing area, Nobuyuki quickly takes action to try and get a peek at the girls, while trying to get Tenchi involved. He gets surprised by Ryouko as he creeps over the wall, plummeting back down to the bath. Ryouko has been wondering where Tenchi was, and takes a semi-reluctant Tenchi to the women's area of the bath. Ryouko wonders why Tenchi is acting so embarrassed, since this was not the first time he'd seen Ryouko naked, and Tenchi mutters that Ryouko was a mummy when he first saw her naked.
Enter Sasami with Ryo-ohki riding on her head, and she is very glad to see Tenchi, and calls for her sister to come out quickly. As Aeka walks out, trying to tell Sasami to mind her manners, she notices Tenchi, and quickly runs back into the changing area. Ryouko forces Aeka to come out, but is soon displeased by the seemingly "romantic" setting from Aeka and Tenchi, so she starts to make fun of Aeka, and a fight begins.
Ryouko summons a monster, but quickly realizes that she needs a gem on her right wrist to control it, so she asks Tenchi to get the Tenchi-ken, while the monster runs amok throughout the onsen hotel.
Out in space, Yukinojo informs Mihoshi that an energy pocket has formed on the third planet, pulling the now out-of-control ship into it. Mihoshi seems oblivious to that danger that would occur from the crash, but is more concerned that her "wrist watch" seems to be malfunctioning.
After running a full circle around the little hotel, Ryouko and Aeka leads the monster back to the women's bathing area, where Tenchi gets ready to fight it with the Tenchi-ken. Although Tenchi manages to slash one of its arms, the arm quickly grows back. Suddenly a subspace field opens, generating a small blackhole. Ryouko recognizes it as a spaceship, and tries to get Tenchi out of harm's way.. However, she was a bit too late, and they get sucked up to the tiny subspace open. An unconscious Mihoshi comes out of the subspace field, and bumps Ryouko away from Tenchi. The monster dissipates into subspace, then the field closes, with Tenchi and Mihoshi falling down back to the bath. Sasami scrambles to get Tenchi out of the bath so that he wouldn't drown, while Ryouko picks up Mihoshi's "wrist watch" with a serious look on her face.
Mihoshi comes to in another room, with Aeka and Sasami wondering who she is. Mihoshi seems more concerned that she's lost something, and wonders if the others have seen them. Ryouko holds Mihoshi's "wrist watch," and asks if this is what she was looking for. Mihoshi is relieved that it wasn't lost, but Ryouko holds it back from her. As Mihoshi whines about not getting the "wrist watch" back, Ryouko asks her why the Galaxy Police is here. Mihoshi replies that she was looking for a villain, but her reply is cut short when she notices that her "wrist watch" has been fixed. Her "wrist watch" is actually some kind of detector, and it's telling her that the Space Pirate, Ryo-ohki is near. Mihoshi pulls out her gun, wondering if she is ready to face this criminal, and finds out that Ryououki is actually the little cabbit sitting on Sasami's head.. Sasami comments on how cute Ryo-ohki is, while Ryo-ohki takes a bite off the tip of Mihoshi's gun. Scared, Mihoshi falls unconscious again, with the words, "Please don't eat my gun."
Finally, Tenchi wakes up, and wonders what happened. Before he could get an answer, his great aunt drags Nobuyuki in, demanding an explaination for all the damage.
The onsen incident is over, and the Tenchi gang is now back at the Masaki home, where Sasami is having a nightmare.. She's standing in front of a large tree, a mysterious spaceship appears, and Sasami wonders what Tsunami is. Then a cloaked figure appears, and swings a sword down at Sasami as she calls for help from Tsunami, and she wakes up. She hears a low growling sound coming from the outside, and finds Ryo-ohki staring up at the sky.
Ryouko lies on the roof, also with her eyes at the sky, with a pensive look on her face. The silhouette of a spaceship appear right below the moon. Ryouko sits up, but says nothing.
Inside Ryouko's cave, the cloaked figure from Sasami's nightmare stands. He gives a quick chuckle, and teleports away, to in front of a magnificent pipe organ, then makes the comment, "So I've got Jurai's royal family, the Crown Prince Youshou, and the princess before me. Ryouko, looks like you've collected what I need."
As the ship approaches earth, sinister laughing can be heard echoing from within the ship.
