theory and evidence evidence against Operation Northwoods once classified, this report from 1962 was a proposal from the joint chiefs of staff to create false attacks upon the US by Cuba. these false attacks were to be used as a reason to go to war against Cuba during the cold war. many CT's regard this as proof that a 'faked' attack like 9/11 would be used as justification for war against Iraq / Afghanistan. the theory becomes even more complicated as some propose one of the reasons JFK was assassinated was due to rejecting this proposal. the now unclassified document can be found over the Internet i.e. here the proposal for operation northwoods was rejected. none of the faked attacks in the proposal involved the loss of US citizens life. all attacks are 'staged' and not real. operation northwoods was proposed during the cold war as it was believed communist cuba would aid the Soviet Union (see Cuban missile crisis). it was not, as has been said about 9/11, in the pursuit of oil, money or creating a police state.
