MEMBERSHIP: Permafrost, Glacier, Black Ice, Frostbite, Flurry, Chill

Hard Winter is a group of cold based villains who had been gathered and led by Permafrost.  Their MO is to commit a series of crimes during the Winter, when their powers are at their highest and their vulnerabilities are at their lowest.  They enter a city, rob some banks or anything else that strikes their fancy, then move on by an as-yet uknown means.

Each member has their own motivation for the crimes they commit; Glacier out of love of Permafrost; Flurry, Frostbite, Chill and Black Ice all for material wealth.  But Permafrost's motivations are uknown.  She seems to revel in the power she wields, yet rumor has it she is saving up enough money to bribe someone for a cure.  Whether this is true or not is unknown.
