As a government educational institution, the Tiburcio Tancinco Memorial Institute of Science and Technology (TTMIST) had its beginning as a national trade high school of Calbayog City on November 16, 1960 known as the Tiburcio Tancinco Memorial Vocational School (TTMVS) by virtue of Republic Act No. 2441 enacted on June 21, 1959. Being responsive to the needs of the community and the whole service area, it aimed to teach and train the youth for productive employment as well as to develop them into high-level professionals, progressive civic leaders and competent individuals of their respective communities.

The ensuing years saw the unfolding of an academic era which started one day in September of 1976 when an idea was conceived and a target was marked, "TTMVS shall be a state college in a span of five years." It did not materialize right away though, but a year of delay did not deter the school leadership for on January 1, 1980, TTMVS was elevated to a school of higher education by Batas Pambansa Blg. 40 and on November 17, 1982 the charter of the school was signed marking it a state college by virtue of Batas Pambansa Blg. 304 (College Charter). Thus TTMVS became known as Tiburcio Tancinco Memorial Institute of Science and Technology (TTMIST).

TTMIST is the only state college situated at the heart of the educational vicinity of Calbayog, a city located in the Western Coast of Samar Island. This location of Calbayog is advantageous for TTMIST, in terms of prospective enrollees from different areas because of its accessibility and strategic location.
