San Juan, La Union has mild waves suitable for beginners. The depth of the water is not as scary because the same low 4 feet stretches to about 20 to 30 meters from the shoreline. Of course, the waves have their seasons too. If you're planning to learn how to surf, better go to San Juan. Stay at Surf Resort and make friends with the locals, some are more than willing to help.
By the way, do wear rash guards... we didn't know what they were for until we realized how painful it was to get scraped by sand and rushing waves--aka wipeout... the rash guards semi-protect you from plausible cuts or rashes. Hehehe :o)
