The SIM 13th Flotilla is Commanded by Korvettenkapitian Kurt Steiner, a holder of the Knights Cross with Oak Leaves and Swords.  Korvettenkapitian Steiner came to Trondheim from the 11th Flotilla, Bergen where he gained recognition for his operation "Lame Duck" which so confused and confounded the British mini-sub crews that all attempts to penetrate the Bergen fjord were halted.

As in actual history, the SIM 13th Flotilla is the northern most U-boat base of the Unterseebootwaffe.  While Trondheim, Norway does not enjoy the sandy beaches and warm climate of the French U-boat bases, the deep fjords and scenic landscape reminds those assigned there of their homeland around Kieler Hafen.  The fine food, drink and the Norwegian people make this duty far from home much easier to endure.
