 We, the Seventh-Day Adventist students  of the  University of Cebu  and    the College of    
 Technological Sciences, imploring the  help and blessings of the
 Almighty God, united by a 
 common need to uphold the principles of the Seventh
 Day Adventist Church, promote  the  
 advancement of  our  chosen  profession,
instill in ourselves the values as dedicated and efficient 
 members of the church,
foster a harmonious  relationship  among  members  and other sectors of  the  community under the  rule  of  law  and  a  system  of  truth,  impartiality, love, equality and  peace, do ordain and promulgate this constitution.

.: ARTICLE I

DOMICILE

 The official domicile of the Adventist Students’ Society of the University of Cebu—College of 
 Technological Sciences shall be in the premises of the Central Visayan Mission of the Seventh–  
 day Adventist Church along 60 N. Escario St., Cebu City, Philippines or as designated by the 
 foresaid mission.

.: ARTICLE II

DECLARATION OF PRINCIPLES AND POLICIES

 Sec. 1      The UC-AdS Society upholds the beliefs and principles of the Seventh-day Adventist
                 Church.
 Sec. 2      The  UC-AdS Society asserts that all S.D.A. students shall enjoy their rights and 
                 privileges.  
       2.1     The Society strongly asserts the rights of S.D.A. students and religious liberty.
 Sec. 3      The promotion of unity and camaraderie among members, as well as the advancement of
                 our Christian faith is the primary goal of the Society.

 Sec. 4      The UC-AdS Society shall be autonomous, democratic and accessible to all its 
                 members.  
Sec. 5      The UC-AdS Society shall inform the Central Visayan Mission Youth and AMiCUS
                 Director regarding all its activities.  
Sec. 6      The official name of the society shall be the University of Cebu—College of    
                 Technological Sciences Adventist Students Society also known as UC-AdS Society.
Sec. 7      The UC-AdS Society shall pursue an independent policy in its relationship with 
                 other organizations. The priority shall be the Society’s integrity, interests, and the right 
                 to be recognized.
Sec. 8      The Society shall maintain honesty and integrity in its services and shall adopt a 
                  transparent policy in all its transactions involving the interests of the Society.

.: ARTICLE III

PURPOSES  

 The Society was formed for the purpose of:
 
Sec. 1      Enhancing unity, Christian fellowship, free exchange of ideas, mutual help and respect  
                among its members.
 Sec. 2      Promoting the advancement of our Christian faith in theory and in practice through  
                Evangelism Ministry, community outreach, etc.
 Sec. 3      Protecting the rights and ensuring the fulfillment of responsibilities of the members.
 Sec. 4      Developing the members’ knowledge, skills and attitude towards the church and their 
                chosen profession, making them self-reliant, responsible and efficient members of the  
                church and society.
 Sec. 5      Establishing harmonious and productive relationships with the S.D.A. denomination and 
                other sectors of the community.
 Sec. 6      Serves as medium for the students to express their views and opinions in matters  
                concerning student life.
 Sec. 7      Disseminating information regarding recent trends and concerns of the S.D.A. and  
                enhancing awareness of members.
 Sec. 8     Discovering and developing hidden talents among the members of the Society which  
                can contribute to the advancement of our Christian faith.

.: ARTICLE IV

MEMBERSHIP  

 Sec. 1      Membership in the UC-AdS Society will be active after fulfillment of the
                 requirements stated below.
Sec. 2      Qualifications for membership would be:  either students of the University of Cebu and 
                 the College of Technological Sciences and who are members of the S.D.A. Church,  
                 regardless of year, age, sex, civil status, or citizenship.
 Sec. 3       Grounds for annulment of membership in the Society:
      A.      Grave misconduct in the church and society.
        B.      Falsification and tampering of Society’s records.
        C.      Conviction by any Court of Justice for any crimes committed.
 Sec. 4       Each member should pay a membership fee of thirty (P30.00) pesos per semester.  
                
This amount shall be collected before the mid-term exams. This amount will be divided  
                 as follows:
        A.      For members’ identification cards
        B.      For UC-AdS Society Funds
        C.      For members’ copy of the Society’s constitution.

.: ARTICLE V

DUTIES, RIGHTS AND BENEFITS OF THE MEMBERS

 Sec. 1      It shall be the duty of each member to:
        A.     Uphold the Constitution of the Republic of the Philippines
        B.     Uphold the beliefs and principles of the S.D.A. Church.
        C.     Familiarize with and be guided by the provisions of the UC-AdS Society constitution.
        D.     Abide by the UC-AdS Society’s principles and policies.
        E.     Engage in any gainful activity beneficial to the interest of the UC-AdS Society.
        F.     Conduct himself/herself as a dignified member of the Society, Church, and community.
        G.     Attend all activities considered compulsory as mandated by the Society.
        H.     Responsibly exercise his/her rights with due regard for the rights of others.
 Sec. 2      Failure to exercise any of the aforementioned duties, without any valid reason, shall be   
                a ground for a course of action by the Society.
 Sec. 3      Every member shall have the right to be informed and consulted regarding the Society's
                principles and policies, which may directly or indirectly affect him/her before such 
                matters are adopted.
 Sec. 4      Every member shall have the right to be heard, protected and justified by the Society in  
                case of problems that may arise from the Society’s activities.
 Sec. 5      Every member shall have the right to express his/her views, ideas and sentiments 
                 diplomatically and peacefully.
 Sec. 6      Every member shall have the right to have his/her grievances heard and speedily 
                addressed.
 Sec. 7      Every member shall have the access to documents and records pertaining  to official 
                acts and transactions of the Society.
 Sec. 8      Every member shall have the right to enjoy the benefits  and privileges due to him/her  
                upon compliance of the membership requirements.

.: ARTICLE VI

QUALIFICATIONS, POWERS AND DUTIES OF THE EXECUTIVE BOARD


 Sec. 1     The PRESIDENT, VICE-PRESIDENTS, SECRETARY, TREASURER, AUDITOR, and   
                the PROs will compose the Executive Board.
 Sec. 2     The officers shall be elected by a majority vote during the general assembly.
 Sec. 3     All officers must be: Seventh-day Adventists Knowledgeable in interpersonal relationship  
               Cooperative, responsible and can be corrected Dedicated to their line of office Spiritually 
               and ethically above reproach.
 Sec.  4     All officers must assist in the implementation of the Society’s programs and activities.
  
 Sec.  5      The PRESIDENT of the Society:
        5.1     The President shall be the chief executive of the Society.
        5.2     The President must display actual and/or potential ability of a competent, honest, 
                  responsible, accessible and enthusiastic leader.
        5.3     It shall be his duty to:
    • Represent the UC-AdS Society whenever called upon and/or to delegate some power of representation to other officers.
    • Preside over regular and emergency meetings.
    • Call emergency meeting as the need arises.
    • Exercise general supervisions over all activities of the Society.
    • Ensure that the Society’s principles and policies are properly implemented.
    • Sign all communications and papers of the Society.
    • Create committees and appoint chairmen for such committees with the concurrence of the officers.
    • Temporarily appoint members for vacant positions with the concurrence of the officers.
    • Draft agendas either for regular or emergency meetings with the concurrence of the officers.
    • Inform in advance any of the Vice Presidents for his possible absence in any meeting or activity.

 Sec.  6      The VICE-PRESIDENTS.  
        6.1     There shall be two vice-presidents for the Society:
                  VP Religious
                  VP Social
        6.2     They shall have the same qualifications as the president.
        6.3     In the absence of the president, the VP Religious will act as president.
        6.4     In the absence of the VP Religious, the VP Social will act as president.
        6.5     It shall be their duty to:

    • Assist the president in all matters where their assistance is required.
    • Assist the president in the presentation of the Society’s programs and projects for the general assembly. 
 Sec.  7      The SECRETARY. 
        7.1     There shall be a secretary for the Society.
        7.2     He/she must have a reasonable degree of efficiency in recording,   filing, and retrieving  
                  of documents and minutes of the meeting.
        7.3      It shall be the duty of the secretary to:
    • Handle the correspondence of the Society.
    • Check and record the minutes of every meeting.
    • Keep accurate and complete record of the minutes of every meeting.
    • Keep official list of elected and appointed officers.
    • Submit names of absentees to the treasurer for the proper collection of fines.
    • Accompany the president in official conferences, conventions and church visits. 

 Sec.  8      The TREASURER. 
         8.1    There shall be a treasurer for the Society.
         8.2    He/she shall take charge of the Society’s funds and accounts.
         8.3    He/she must possess the following qualifications:

    • Sufficient knowledge in simple disbursements and cash inflow of funds.
    • Honest and can be trusted in financial matters.
          8.4   It shall be the duty of the treasurer to:
    • Keep the Society’s records of all receipts and disbursements.
    • Keep the book of accounts showing all the financial transactions of the Society.
    • Deposit and withdraw funds together with the president and the secretary.
    • Collect the semestral membership fees, fines and other collectibles.
    • Submit financial reports duly certified by the auditor in every activity of the Society and whenever deemed necessary. 
 Sec.  9      The AUDITOR. 
        9.1     There shall be an auditor for the Society.
        9.2     He must possess a reasonable degree of competence in the evaluation and analysis of 
                  financial statements.
        9.3     It shall be the duty of the auditor to:
    • Certify the correctness of the treasurer’s financial statements after every activity.
    • Periodically examine the book of accounts, requirements and financial records of the treasurer.
    • Check the proposed budget of the Society’s projects and recommend corrective sections when necessary.
    • Report all financial discrepancies in the disbursement of funds to the Society’s officers

 Sec. 10      The PROs. 
       10.1     There shall be two PROs in the Society.
       10.2     Both must possess the ability in engaging interpersonal matters.
       10.3     Both must assist the secretary in disseminating information with regards to the 
                  Society’s activities and programs.

.: ARTICLE VII

ELECTION AND TERMS OF OFFICERS

 Sec. 1      The election of officers for the UC-CTS AdS Society shall be every first Wednesday of  
                 July.
 Sec. 2      Manner of election:
        2.1    Nominees for the UC-CTS AdS Society officers shall come from the University of Cebu  
                 and the College of Technological Sciences.
        2.2    Election of the officers shall be done in an open ballot system and the nominee having 
                the highest number of votes shall be declared elected.
 Sec. 3     The UC-CTS AdS Society officers shall assume office from the time of the induction and  
                shall cease to function upon the induction of another set of officers.
        3.1   The term of office is one year wherein existing officers may be re- elected from time to 
                time.
 Sec. 4     In the event of permanent absence due to physical disability, sickness, death of any 
                officer or other inevitable factors, a member will be appointed by the president to fill-in the
                position subject to approval of the Executive Board.

.: ARTICLE VIII 

SUSPENSION AND IMPEACHMENT OF OFFICERS

 Sec. 1     Any officer of the Society may be removed from the office on impeachment by a  
               majority vote of the officers for the following reasons: Gross negligence of duties and 
               functions. Grave misconduct and inefficiency. Unreasonable indifference and 
               non-cooperation to the Society’s programs and activities. Incompetence. 
               Falsification and tampering of the Society’s records. Conviction by any Court of 
               Justice for any crime committed.
  Sec. 2     Any officer will be suspended for a period determined by the UC-CTS AdS Society  
               officers and advisers for non-compliance of dues and fines.

.: ARTICLEI IX

DUES AND FINES

 Sec. 1     Herewith, fines are imposed to ensure active participation and disciplinary measures on  
                all-important activities of the Society.
 Sec. 2      The following grounds for payments of dues and fines by officers and members.
                Two successive lates for 15 minutes or an equivalent of 1 absence in any regular or  
                emergency meetings is subject to a payment of two (2) pesos unless valid reason is 
                presented. In case of anticipated absences, the officer or member must inform any 
                members or officers regarding the reason for his action.
                Considered excused absences:
      2.1      Due to illness.
      2.2      Natural disasters, calamities and death of an immediate relative.
                Unexcused absences are those conditions not cited above.
                Unexcused absences is subject to a payment of two (2) pesos.
                Failure of any officer or member to comply with the aforementioned                    
                statements shall be subjected for suspension.

.: ARTICLE X

MEETINGS

 Sec. 1     The Society can act only as a quorum, which is fifty-percent (50%) plus one of the total  
                numbers of officers.
 Sec. 2     Notice of meetings:
       2.1    The secretary of the Society shall inform the officers of all meetings within a week 
                before the date set for such meetings.
       2.2    The secretary shall inform the advisers of any meetings.
       2.3    The regular meeting of the officers shall be every first and third Sabbath of the month.
       2.4    The president shall call emergency meetings in urgent cases.

.: ARTICLE XI

THE UC-ADS SOCIETY ADVISERS

 Sec. 1     S.D.A. instructors and teachers in the University of Cebu and the College of  
               Technological Sciences are automatic advisers of the Society.
 Sec. 2     The duties of the advisers are:
               To guide the Society’s officers on areas of planning, budgeting, and implementation of 
                the programs and activities.
               To settle internal disputes between and among the officers.
               To evaluate the officer’s performance.
               To recommend serving officials for leadership and special awards.
               To act as liaison officer to the Society and to the other sectors of the S.D.A. 
               denomination.

.: ARTICLE XII

GENERAL PROVISIONS

 Sec. 1      No elected or appointed officer shall be exempted from the payment of the membership  
                fee and other collectibles.
 Sec. 2      No withdrawal of funds shall proceed without the knowledge and the consent of the 
                 president, secretary, and the treasurer.
 Sec. 3      When funds are needed for projects, a proposal shall be presented to the Executive 
                Board subject for approval.
 Sec. 4      Any violations of the provisions of this constitution shall be dealt with to the fullest 
                extentof the law.
 Sec. 5      Copies of this constitution shall be furnished to the following offices:
                Central Philippine Union Conference
                Central Visayan Mission
                Student Affairs Office
                Vice President for Administration.
 Sec. 6      The statement of account shall be published in the financial report duly signed by the  
                treasurer, auditor, and the president.
 Sec. 7     The membership fee may vary depending on the economic situation of the state or 
                province.
        7.1   The membership may change as prices of materials and economic condition changes.

.: ARTICLE XIII

AMENDMENTS

 Sec. 1      Any officer subject to deliberation may propose any amendments to this constitution by 
                 the committees on constitution. The proposed amendment shall be valid upon a 
                 fifty-percent (50%) plus one vote of the officers.
 Sec. 2      Any revision of this constitution may be valid when ratified by a majority of votes cast in 
                a plebiscite which shall be held as specified by the committee on constitution.

.: ARTICLE XIV

TRANSITORY PROVISIONS

 Sec. 1     This constitution shall take effect immediately after the ratification by the UC-CTS AdS 
               Society members on July 8, 1998 at the University of Cebu from 6:30 p.m. to 7:30 p.m.
 Sec. 2     No amendments to, or revisions may be introduced into this constitution within one year  
               of effectivity.
