How does UPAC help in Crime Reporting?
In case of crime and/or emergencies, can't the people just contact directly the police instead of contacting UPAC?
The United People Against Crime works as a sort of checks-and-balance so that the crime you reported to the police would be acted upon OFFICIALLY. As most people know (and I do believe that all of you know it and are willing to admit), the police don't immediately act on all calls reported to them. BUT of course, you can't blame them. Responding on a call takes a lot in terms of effort, manpower and time (also money, but I don't want to engage on that, otherwise we'd have a debate). Also, NOT ALL CALLS ARE LEGITIMATE. Admit it to say, there are lots of pranksters out there, and some are too petty for the police to respond to. Since police manpower are limited, they tend to screen call reported to them and only respond to those that they consider the gravest or most life-threatening. And, also, some of the calls placed on them could be referred to the Barangays so they could act on them since the Barangay also has to some degree a "police power" and they have a Police Supervisor on duty with them.
Now, back to what CHECKS-AND-BALANCES mean. What we mean by it is that UPAC would work as a follow-up for calls reported to the police. After the people report the crime to the proper police officials, UPAC would follow-up on the report making sure that the proper attention would be given to that report and that proper action would also be given. Located also on the various Police Community Precincts (or PCPs) are the LIAISON DESKS of UPAC and other Civilian Volunteer Organizations (or CVOs) where the people could approach if like for example they are afraid to immediately approach the police (maybe because of fear of something or someone???).
In short, the people still need to call first the proper police authorities. Then, after, they can call UPAC and/or the other CVOs if they think that the police did not act immediately on their call/report.
UPAC works hand-in-hand with the police force. It aims to bridge the gap between the police and the rest of the civilian citizenry so that the people won't feel afraid to report crime or approach the police in times of need..
