National Defense Service Medal  Authorized on April 22, 1953 and amended on January 11, 1966, this medal was awarded for honorable active military service as a member of the United States Armed Forces, including the Coast Guard, between June 27, 1950 and July 27, 1954 (Korean War period) and between January 1, 1961 and August 14, 1974, (Vietnam War Period). It has most recently been awarded to active duty military members for service during the Persian Gulf War period.

The Republic of Vietnam Campaign Medal is awarded to personnel who meet one of the following requirements:

Combat Action Ribbon
In order to be eligible for the CAR, veterans must have participated in ground or surface combat after Dec. 6, 1941, but before March 1, 1961, and cannot already have been recognized for the same participation.

Under Public Law 106-65, Danzig can award the CAR to veterans retroactively. The time period required for submission is being waived in all cases. Two blocks of time have been designated by Danzig for eligibility of the CAR; World War II: Dec. 7, 1941 - April 14, 1946, and Korea: June 27, 1950 - July 27, 1954. Cook Served:

Navy Meritorius Commendation
The Meritorious Unit Commendation, established by the Secretary of the Navy on July 17, 1967, is awarded for valorous or meritorious achievement under either combat or non-combat conditions. It is considered the unit equivalent of the Bronze Star Medal awarded to an individual. Bronze-colored stars are placed on the center for each additional citation, up to a maximum of five. A streamer on the Navy flag, inscribed with red numerals, indicates the number of awards of the MUC to Navy units over the years:

Arleigh Burke Fleet Trophy Award 1966

5204. The Arleigh Burke Fleet Trophy. An annual award to the ship or aviation squadron that has achieved the greatest improvement during the preceding year. The trophy plaque awarded is kept permanently by the recipient. ISICs forward nominations for the Arleigh Burke Fleet Trophy to reach TYCOMs not later than 15 January of each year. Negative reports are required. A sample nomination letter is provided in Figure 5-3. A TYCOM nominee will be selected and further nominated to CINCLANTFLT/CINCPACFLT by 10 February for the respective Fleet Award. Fleet CINCs will select annually the ship or aircraft squadron winning the award within two months after the end of the calendar year and will present the trophy on behalf of CNO. In addition to the provisions of references (a) and (b), the following factors are pertinent to nomination of a ship for this award:

a. Determination of Merit. Many factors enter into consideration for nominations. Commanders are given wide latitude in determining those factors most essential to the nominations. Winning the Battle Efficiency Award is not a prerequisite.

b. Operational Readiness. Improvement in readiness and operational accomplishments as indicated by tactical commanders.

c. Inspections. Improvement reflected in command and other inspections.

d. Battle Efficiency Award. Improvement in position in the Battle Efficiency Award program overall by department/division/ work center, and in individual/team training.

e. Retention. Improvement in personnel retention.

f. Other Awards. Details of other awards, kudos, etc., received during the past year from commanders outside the Force.

meatball.gif (1071 bytes) The battle efficiency pennant, or "meatball," (left) is flown at the truck of the foremast when not under way, beneath any citation pennants or Secretary of the Navy award flags, to signify a ship's winning of the annual fleetwide competition for sustained superior performance in an operational environment. In addition, the winning ship paints a large white "E" on the bridge bulwarks on both the port and starboard sides of the ship. A ship that wins five consecutive battle efficiency competitions replaces the white "E" with a gold one and is entitled to the special battle efficiency pennant (right). Besides the battle efficiency "E", ships also compete for a number of specialized awards signified by the painting of various letters and symbols on the ship.

RETROACTIVE Combat Action Ribbon ELIGIBILITY FOR NAVAL VETERANS FROM 1941 TO 1961 ANNOUNCED

Navy and Marine Corps veterans who served in combat in or after World War II are now eligible to receive the Combat Action Ribbon (CAR). Secretary of the Navy Richard Danzig has recently authorized this award for those who served in combat, but never received their CAR.

"At a time when we are focusing on the contributions of these great Americans, this seems especially fitting," said Danzig.

In order to be eligible for the CAR, veterans must have participated in ground or surface combat after Dec. 6, 1941, but before March 1, 1961, and cannot already have been recognized for the same participation.

The following information must be provided:

Standard Form 180 or cover letter with the following information: full name, social security number, service number (if applicable), period of eligibility, unit assigned at the time, and mailing address.

Copy of Naval Personnel Form 553 or Defense Department (DD) Form 214; DD-215 (if applicable).

Additional substantiating documentation (optional): copies of combat awards; copies of evaluations; muster sheets or orders showing assignment to the unit for the period requested.

A special section will handle these requests, but no other awards may be requested in conjunction with the CAR. Only CAR requests dated after March 15, 2000, and in accordance with the prescribed guidance will be forwarded to the board for decision. Any prior requests must be resubmitted.

If a veteran cannot provide the required documentation, a request for personal record information must be submitted to the St. Louis Records Center before submitting the request to the Navy Awards Board.

If a veteran desires to address a different period of time, a request to review the period may be sent, with substantiating documentation, to the Navy Board of Decorations and Medals at the above address.
