In line with the proposed relocation of the garbage dumpsite of the City of Vigan, another public hearing was conducted last February 9, 2002 at Sitio Leongui of Bongtolan and Cabaroan Daya. It is the third of the series of consultations being conducted before the implementation of the project.

Headed by Vice Mayor Franz Ranches, the public hearing was well participated by concerned individuals of the said Sitio. Also present during the meeting was Mr. Glenn Concepcion, Private Secretary to the Mayor and the respective barangay captains of the neighboring areas in the vicinity of the proposed dumpsite: Romeo Adolfo of Brgy. Bongtolan, Sammy Quitoriano of Brgy, Cabaroan Daya and Andring Atinaja of Brgy. Camanggaan.

The meeting started with the viewing of the Vigan documentary and success story of the Sta. Maria/Bustos, Bulacan Solid Waste Management (SWM) Program. Furthermore, Vice Mayor Franz Ranches explained how the entire project would go about. Due to the fact that Sitio Leongui is one of the core places situated near the proposed garbage dumpsite, it was expected that there would be apprehensions on the side of the residents. One major concern raised would be the effect floods might bring during rainy seasons thereby affecting their health. They also look into the possibility of scavengers living near the dumpsite.

In response to their queries, the visiting team properly explained to the group the detailed information in laymen’s term for them to properly understand the entire project, pointing out possibility of source of income through the fertilizers that would be produced out of the processed garbage.

With the assurance that the City Government of Vigan will provide its entire support, Sitio Leongui folks in return assured the visiting team of their cooperation that would aide in making the SWM project a success.
