At the Tenkaichi Budoukai (World Tournament), Goku laces up (um, tightens his belt and puts on his wrist wraps, wraps his ankles) for the tournament. Outside, there's a huge crowd of spectators... Goku walks out into the ring and the crowd cheers.

Goku starts to look serious... He looks around... His opponent is a kid in a white karate gi with a black belt. Goku thinks to himself that he's still entering even though he looks like this... The kid prepares to attack but sees Goku daydreaming away... He gets angry and kicks Goku in the face... Goku hasn't noticed yet, but the starts crying as his foot is in pain now. Goku comes out of it, apologizes for daydreaming about the past, and wants to start. The kid is on the ground holding his leg in pain and crying, so the Announcer (same one as always) delcares Little Son Goku the winner of this youth group, and the crowd cheers for him. Goku is a little upset trying to say he's an adult.

In the back, some fighters prepare, one even has a portable electronic game. Goku is up on the sign by the entrance to the ring watching... Someone then pats Goku on the butt, it turns out to be Krillen, and he's with Gohan and Videl. Krillen asks why Goku entered in the youth group, and Goku begins by saying "because..."

Mr. Satan looks sadly at a picture of him and Buu... He's depressed Buu isn't around anymore... He draws a crude drawing of Buu on the vapor on the window saying he might as well forget about being a martial artist... Goku appears in the doorway asking him if there's been a mistake in putting him in the youth division, while Pan is able to enter the adult division. Mr. Satan struggles to explain, while Goku looks at him funny. He tells him that it's because he's 1 cm too short. Goku imagines Pan beside him gloating saying "just a little bit".

Back with Krillen, Goku tells them he doesn't like it, but it's a new rule this year. Krillen starts to laugh telling Goku he fell for it... He tells him that Mr. Satan did that intentionally so Pan would win. Gohan agrees, if Goku enters he'd sure be the winner. Videl gets a little upset at Mr. Satan for doing that for Pan. Goku says Mr. Satan is nice to Pan, but will she be all right in the adult group, and they look outside...

Pan jumps back in preparation for the next match, and a giant shadow appears above her... A giant (taller than the surrounding buildings) steps in as Pan's next opponent. Pan is surpised, and the giant steps on her. The crowds is in shock fearing the worst... The giant starts laughing, but then, Pan starts lifting his feet up... Blood starts running down her face, and she gets pissed and powers up lifting the giant out of the ring. She stops with a pose and a flash of light... The giant falls back into the ring with Pan walking away (high kicking too)... The announcer declares Pan as the winner, and Pan says it was too easy.

A dark skinned fellow in a green costume and yellow mask (plus green helmet which I thought they don't allow) knocks his opponent (a boxer type) right out of the stadium... Right through the stadium into a parked car which causes some traffic accidents outside. The announcer declares Papaya Man the winner.

The accidents chain reaction leads to where Palace is... She's on another date with Goten. Goten is now introducing her to what hamburgers are. A couple of others at the place comments thinking Mr. Satan is sure it win. Palace asks where's the knife and fork, and Goten has to show her how to eat one (with bare hands). Then Palace sees Mr. Satan on the TV. The Announcer talks about the rumors that Mr. Satan is retiring after this tournament... Mr. Satan says he's getting old even for a strong guy like him, so the winner of the tournament will take his place as he retires. Goten is just glad he doesn't have to take his place.

At Capsule Corp Headquarters, Trunks yells "retirement?", and the board members there are shocked thinking Trunks referred to himself. Trunks was secretly listening on a radio with earphones, and now he panics a little which yanks out the earphone plug putting the "Retirement of Mr. Satan announcement" on speaker for them to hear. Then they are surprised by that announcement and Trunks uses this opportunity to slip away. He flies off towards the Tenkaichi Budoukai Arena.

A fighter flies out of the sky and back onto the ground landing outside the ring... Pan has disposed of another. The announcer then asks Pan if she knew everyone thinks she will replace Mr. Satan, and what she thinks of it. Pan then imagines her looking like Mr. Satan, with the mustache, hair, clothes, and cape. She shakes her head disliking that...

Elsewhere, Mr. Satan is getting a massage from a girl. She asks if he's going to watch the matches, but he responds by saying he knows Pan will be the winner. It's the way he planned it... Then, one of the monks come in with the list of the semi-finalists. He reads "Kid Katsu (Kid Win), Super One, Ebichiyu (I Beat You), and Papaya Man", then he asks where Pan is. He tells him that she quit because she has a stomach ache. Mr. Satan gets angry, then worried.

Outside the Capsule Corp Mansion, traffic accidents are occurring... (not sure why, could be the chain reaction thing Papaya Man caused still happening, but that's a little stupid, or it could be anarchy due to the news of Mr. Satan's retirement) Vegeta steps out wanting to fight Kakarotto... A pileup of cars appear in front of him, and he blows them away. He vows to win no matter what...

(Commercial Break)

Pan now sucks on a big lolipop, then pulls it out and starts licking it... Now we see Krillen, Gohan, Pan, and Videl all liking their lolipops in unison. Gohan asks Pan why she quit, and she tells him she didn't know she was going to replace Mr. Satan if she won... Krillen goes on saying Goku being in the youth division is such a waste.

The Announcer annouces that this is the finals in the youth division and it shall end soon. Son Goku vs Majara, who's a scrawny kid with glasses, and he looks like he's really scared. The match has started, but someone the back room is trying to push his way into the ring. The monks are trying to stop him but he blows them all away (i think i counted 12 of them), and Vegeta steps out.

The monks all land in the ring, and Goku goes to say hello to Vegeta. Vegeta declares that he wants to fight him, but Goku wants to finish this match first and points to a pathetic looking Majara. Vegeta is surprised he's going to have a match with a kid... Goku tells him it's great, and Vegeta wonders what's going on. Majara starts screaming and blindly runs towards the exit, but bumps into Goku nearly pushing him off the ring. Goku struggles to remain balanced and Majara sees this and kicks him off.

The Announcer declares Majara the winner, but Goku yells he hasn't lost yet. He's hanging by his fingers (no flying?), so Majara starts stepping on his fingers, then tickles him til he lets go. Now Goku has lost, so the Announcer declares Majara the winner. Vegeta is really shocked at seeing this, and Goku laughs saying he never thought he'd lose like this. Vegeta puts his hand over his face and says "Shameful... What a disgrace..."

The Announcer announces that the adult division is next, and we also see a light landing in the background. Trunks has arrived, and is glad he made it in time. But then he hears a noise somewhere and goes to check it out... He sees Vegeta, upset at Kakarotto, punching a wall. Trunks sees that something's wrong so he leaves to not disturb his father.

The next match is Ebichiyu vs Papaya Man. Trunks is now walking in the spectator's stands and finds Gohan and the others. Trunks wonders why Goku and Pan aren't at the match, and Pan pops up saying hello. Trunks asks why she's here... Later, Trunks has a lolipop and they all (Krillen, Gohan, Pan, and Videl) start licking in unison. Krillen comments on how good Papaya Man is, since he knocked out everyone in one hit. Pan tells him that he she knew that earlier, so would have quit at the finals.

The match begins, Ebichiyu runs at Papaya Man, but he dodges, grabs him, flips him and knocks him out. Papaya Man wins again. Pan asks if he's really that good, and Goku appears wondering what she's talking about. Then goes on saying he's only using about 1/11th his true power. Gohan asks if he knows him, and he smiles yells out to the guy to stop acting and take that thing off... Ubuu. The groups is surprised that's Ubuu. Papaya Man looks, then takes off his costume and puts on a silly/embaressed face.

Mr. Satan is in the back prepping and thinks Papaya Man is a weird name... But he'll teach him a lesson... Back out in the ring, the Announcer asks why Ubuu was masked. He tells him that he's not used to be in front of so many people... Then the fireworks start and the Announcer announces the final match as "Papaya... no Ubuu vs Mr. Satan!"

Mr. Satan comes out, wows the crowd a bit, then sees who his opponent really is... A look of concern appears on Mr. Satan's face... They bow to each other, and Ubuu thinks to himself that he's going to fight the strongest man in the world... The match starts... Ubuu says he won't regret it and runs at Mr. Satan...

Mr. Satan isn't prepared and Ubuu runs him down... Then punches him in the face, and lands on him with an elbow... Then he starts putting him in a wrestling hold (dunno what it's called, Ubuu's hands holds his hand while his legs wrap around the rest of his arm). The crowd is mostly silent, and Pan is shocked Ubuu is fighting seriously. Krillen thinks Mr. Satan is going to die now...

Mr. Satan struggles to get up, and Ubuu goes to finish the match... Mr. Satan, now with a black eye, looks in fear... As Ubuu runs, everything else fades away to black and Buu starts speaking... Buu tells him not to beat Mr. Satan... That freezes Ubuu in his tracks. Buu goes on saying Mr. Satan is a hero, and the people would be upset if he loses...

Mr. Satan eventually recovers and uses this opportunity to attack... He punches Ubuu in the gut which sends a shocked Ubuu flying out of the ring... The Announcer declares Mr. Satan as the winner... Mr. Satan gets all teary eyed and cheers that he beat Ubuu. The spectators are happy and cheer loudly. Mr. Satan thinks he doesn't want to retire anymore...

Goku goes up to Ubuu telling him he didn't think he would let Mr. Satan win... Pan thanks him for that. Ubuu tells them that it wasn't him but Buu. Trunks thinks he's being too modest, and they say their good byes to him. Ubuu looks and finally sees Mr. Satan as the people's hero... Mr. Satan, now being thrown into the air by the crowd, announces he won't be retiring anymore.

Later on, by a sunset lit bridge, Goku is happy that there are still many good fighers out there... He tells them that he has to train hard so the kids won't surpass him. Vegeta stands on the other side of the bridge and demands a fight with Kakarotto. He says he will beat him this time... Goku tells him ok since they haven't fought for a while...

They both power up, and we see their golden auras... Then, Goku's stomach starts growling... Goku powers down and asks he they can eat first. The others stand their with their jaws dropped... Vegeta, still in Super Saiya-jin mode, starts laughing. Then Goku starts laughing too... No matter the time or place... Son Goku is Son Goku... The Son Goku everyone loves... But how long will this peace last...
