Goku stands off against Cell and Frieza... Frieza notices that Goku's become a cute little kid since they've been gone. They are standing on a long stone bridge now, and Goku tells them that he may be small, but he's still powerful. The Oni behind Goku fear something bad will happen and start to run so they can tell Enma-daiou-sama (King Yama).
Cell sends a rush of force to knock them all down, and Frieza thinks Cell shows his power too early, then starts powering up himself. Cell tells Goku to not be stupid and that he's not the only one that got stronger (Movie 12 implied people in Hell can't train to be stronger), and then he starts powering up too. Goku responds by saying "You got what?", then tells them that they forgot how to control their own ki.
Goku starts to power up, to a level that shocks Frieza and Cell... Flames appear all around Goku, then he blows them all away with the power up, ending in an explosion that even rocks Enma's place. Enma thinks they chose the worst place to battle, but he can't do anything to stop them now...
The smoke clears and the bridge is gone. Goku overdid it again, and Frieza laughs thinking he's the same old Goku, always bluffing. Cell tells him that he hasn't played this happily for a long time now... Goku agrees to play, and the fly at each other to attack.
On Earth, explosions are happening, people are screaming, and smoke fills the city... The people run in fear and we see Saibamen attacking. Many, many Saibamen... Trunks and Goten watch from a rooftop... Trunks thinks they're like cockroaches, and Goten tells him that's the bug he hates the most... Ubuu comes along to ask what they are doing, tells them to get serious, and starts zapping the Saibamen. They think Ubuu is sure serious, then they join in.
Pan yells "Why are you chasing me?", while carrying Mr. Satan, Rirudo is behind them. He lauches his rocket fist at them... The two watch in fear as it flies at them, but Gohan appears to kick the fist back at Rirudo. Gohan tells Pan to take Satan somewhere safe... They go, and he loosens his tie, as Rirudo puts his fist back on.
Frieza is launching blasts, which hits Goku causing an explosion. He thinks he succeeded, but when the smoke clears Goku is gone, and he realized he dodged it. Cell goes to say "Some time ago, Frieza was the most feared in the universe... But today, he was humiliated... What a surpise..." Frieza looks at Cell then notices something. He tells Cell to look above him. He looks and sees Goku floating above him. Goku has his arms crossed and does his impression of Cell repeating the line Cell just said.
Cell gets angry and fires a Makankosappo (Special Beam Cannon) at Goku... He dodges and realizes Cell can only do the moves of others, and recognizes that one as Piccolo's. Frieza then launches a Kienzan (Distructo Disk), but it's yellow like Krillen's instead of purple back on Namek, at Goku. Goku says "not you too Frieza", and recognizes that as Krillen's move.
The Kienzan circles back, and Frieza smiles... At the last second, Goku backflips on to the Kienzan and rides it. He takes it and skims the red water below, Cell thinks the kid is just mocking them. Frieza has a vein appearing on his head... Goku keeps riding it and uses it to chop down some spikes. He grabs one of them and spins it around like a staff then claims to be the mighty Son Goku. (A nostalgic look back to DB, a monkey boy riding on a flying object armed with a staff. Heh, but in DB he rides on the Kintoen and the staff is called the Nyoibo)
Cell gets angry and fires a Kamehameha at him. Goku goes "Counter Kamehameha!" and spins his "staff" round and round. When the beam hits, it is reflected right back at Cell destroying his upper body. Frieza thinks Goku's too carefree and fires another Kienzan at him. Goku catches it on his "staff" and balances it like a plate for a bit, then throws it back at Frieza slicing him in half.
Goku lands thinking it's over already... Cell laughs thinking Goku thought he won... Then tells him that they can't die here (in DBZ, if you die in the afterlife you cease to exist). Frieza then tells him that they are already dead... Goku tells them "that's the stuff..."
On Earth, chaos still runs rampant... Nappa is there throwing his finger up to vaporize the city around him (Bakuhatsuha I think it was called). Vegeta greets him saying Hell hasn't changed him at all... Then tells him to leave or die... Nappa attacks, but is quickly blasted away, then he thinks that he's always been stubborn.
Dr. Gero then speaks saying that's it's been a long time since he's seen him... Vegeta thinks this is boring, with only this kind of enemy around... Dr. Gero tells him to settle down for he will meet his new invention soon enough (Dr. Myuu stands beside him)... He yells for Hell Fighter #17 to go and show no mercy. The ground near Vegeta lights up then ignites in flames... A figure stands in the middle... Hell Fighter #17. Vegeta is glad there's finally someone better, and Hell Fighter #17 just stares...
Trunks is blasting... Goten is blasting... Ubuu comes and joins their side... Elsewhere, Gohan is thrown into a giant Mr. Satan billboard. Rirudo punches but Gohan dodges, and is about to fire back, but Rirudo fires his mouth blast which turns Gohan's right arm into metal (the blast before used to changed the whole body). The stand off between them continues...
Frieza attacks Goku, but Goku deflects everything. Then Cell appears from behind Frieza and does a Taiyo-ken (Solar Flare) on Goku blinding and disorienting him. Cell has approached closer and extends his tail to absorb Goku whole. Cell powers up with lightning aura delighted that he now has the powers of Son Goku. Then he loses the power, and Goku climbs out of the tail barely escaping from being digested.
Cell thinks that's impossible, and Goku tells him he's seen that move before, so it won't work on him. Frieza tells him that they'll have to show him their true power now. A move Goku has never seen nor heard of before because they invented it in Hell. Their eyes light up as they yell "Hell Blaster!"... Energy twirls around Goku from the pair. The pair bring their hands forth and an energy cage is created around Goku... The pair motions to throw him down, and Goku slides down into a hole, away from Frieza and Cell.
Goku falls deeper and deeper, as Frieza tells him to fall to the deepest place of Hell... When Goku reaches the bottom, Goku notices a little girl piling some stones (one for mommy, one for daddy). Goku goes up to her to ask what she's doing here, and the girl turns around to reveal that she's actually an old woman. Her clothes change and she tells Goku she hasn't have a guest for a long time, and that she'll treat him to a bath.
Goku is in some hot water now, comfortable, thinking the water temperature is just right. Then, some giant pieces of food float up, and it turns out he's in a giant soup pot. The woman goes "Tour of Hell stop #1: Soaking Hell". Goku screams that he's not for cooking. The woman tells him not to get mad, and he should smile.
Now Goku is laughing, with little arms tickling him. The woman goes "Tour of Hell stop #2: Ticklish Hell". The woman then asks Goku why he's sweating so much... Now Goku is sweating a lot in a sauna. The woman goes "Tour of Hell stop #3: Hot Hell". The tiny sauna explodes and Goku pops out yelling that it's hot. The woman notices he's hot, and tells him they'll go someplace cooler now.
Goku is at an icy place shivering away... The woman, standing on a big red machine, goes "Last stop of the Tour of Hell: Ice Cold Hell". She tells him to enjoy as she turns a giant valve. The machine starts up and sprays Goku with ice and snow. Goku thinks she's trying to blow him away, but then some spirits come and grabs on to Goku. Then they freeze into ice. The woman tells him that this is not ordinary ice, but they contain tiny ghosts that become tight when he moves.
The ice grows and grows and Goku complains about not being able to move... It is eventually completed, and Goku is frozen in a block of ice. Cell and Frieza are laughing from above. Frieza tells Goku to wait a while for he will be there to crush him soon. Then goes on to say he'll eat him after he has changed into ice flakes.
Vegeta and Hell Fighter #17 start their fight. HF #17's eyes glow red to communicate to Android #17 telling him to quickly come, and combine with him... Traffic is still at a standstill... Krillen, #18, and Maron are in one of those cars, with Krillen complaining about the jam. #18 tells him she thought flying would be faster, but Maron tells her she was scared.
Explosions start to happen behind them... #17 is psychotically blasting away... Krillen takes Maron away with #18 following to escape the explosions. #17 tells her it's been a long time, while she asks what he is doing... He tells her that mankind is about to be extinct, and wants 18 to come fight by his side... He continues to say that they are twins, they should destroy the Earth together, for it will be fun, and asks if she remembers that they were once partners.
#17's eyes start to glow red, and #18's eyes follow too. She goes "We... were... partners..." (some recycled scenes happen now) Ubuu blasts at Saibamen, Trunks and Goten blasting, and Gohan and Rirudo stand off. Vegeta and Hell Fighter #17 still fighting... #17 appears to have a slight upper hand. Dr. Myuu thinks Hell Fighter #17 has warmed up enough, and now it's time to begin the final phase of their plan... In Hell, the woman laughs at the Ice Block Goku.
