At a beautiful lake, Goku takes a sip of water... He thinks it's great... Pan asks him if the water is really ok... Goku tells her to try it. She goes up to the lake, and cups a hand of water, then stops just to be on the safe side. Pan then holds the 2 Star Dragon Ball up into the air to admire it... She notices a couple of horses (I think) starting to drink the water. Pan tells Goku that since they retrieved the 2-star ball, the Earth has improved a little.
Goku tells her they still have to collect all 7 Dragon Balls back, then starts counting on his fingers to figure out there's 6 left. 6 monsters left too, and Goku tells her not to get so happy yet. Pan tells him that with his strength, it shouldn't be a problem. Goku tells her it's not that easy, but Pan has faith, and they have Gill's help. Then she tells him if he's scared, he can go home. Gill starts panicing, then calculates if Pan is alone, danger will increase a lot. Pan throws a rock at him, knocking him down.
At the Capsule Corp Mansion, the Z girls (Bulma, Videl, Chi Chi, #18, and Marron) are all there in the living room (I guess). Bulma tells Videl that things aren't looking that bad, while giving her a cup of coffee... Videl apologizes, then gets mad at Pan for sneaking off like that. She says she will have to punish her when she comes back. Chi Chi tells Goku to take care of Pan.
Flying over a forest, Goku and Pan uses Gill to track another Dragon Ball. Pan asks if he's found one yet, then he detects one, one kilometer ahead. Over a mountain, they see a city ahead... Pan starts complain that she's thirsty and wants juice, which cause Goku to almost drop Gill.
Goku and Pan walk up a street in the empty city... The traffic light changes to red, and Pan stops him from crossing the empty street. Goku wonders what happened there, and Pan spots a vending machine. She goes to it, puts in a coin, and pushes for the drink of her choice. But nothing happened... Goku is walking along elsewhere with Gill tracking the Dragon Ball... Gill tells him it's 30 degrees to the left, but then, they hear Pan screaming...
Goku runs back and finds that Pan was spooked by some pink jelly emerging from the vending maching and sucking up electricity. Then another appears on a traffic light post, to drain the electricity from there. More are on a lamp post, some building walls, electric signs, and Pan freaks. An old man and woman appear and explains to them that these thing just appeared and keep taking electricity. The old woman tells them that's why everyone from this city left, and she digs a soda can out of her pack and gives it to Pan. The old man tells them that they are the last ones, and tells Goku and Pan that they should leave quickly if they have no business there, and they walk off.
Goku tracks the Dragon Ball again while Pan drinks. She even sees a bunch of those things through a store window. One slithers in front of her, and she jumps back in fear calling them disgusting... Goku thinks they are cute, and goes to touch one... Then, Gill detects a Dragon Ball, and flies behind Pan. Goku senses something too, and behind them is Uu (Five) Shinlon (a purple one with a slight beak). Uu tells them that he's been waiting for them, and tells them that they were good for beating Ryan Shinlon, but he was the weakest one.
Goku asks what place he's in then, and Uu tells him that he's the strongest of the Evil Dragons, then asks if they are scared yet. Goku that he couldn't tell that from how he looked (shot pans back to reveal Uu to be like 2 feet tall), and Goku apologizes for that. Pan tells Goku not to judge him by looks, since he's not human. Uu tells them that it's not good to get him mad, and calls out for the "Electric Soft Monsters".
Those pink jellies start glowing and flying then sticks on to Goku and Pan. Pan drops her drink can (Bird Dragon Water), which Uu steps on. The Electric Soft Monsters start electrocuting Goku and Pan. They both collapse to the ground, dazed, and Uu thinks he's won. Then to his surprise, Goku and Pan get up... Goku asks if Pan is ok, and she tells him she's all right, but a little numb... This shocks Uu...
Uu Shinlon recovers and tells them those where only babies, then he calls for "Soft Monsters Fusion".... The Electric Monsters glow again, then fly to Uu, covering him. It grows, into a bigger Uu, with the original Uu inside the round part of the belly where the Dragon Ball is supposed to be. Goku is surprised he turned this big, and Pan thinks it's disgusting... Uu Shinlon asks Goku if he remembers the first time Vegeta came to Earth... (Flashes back to scenes from the Saiya-jin Saga in DBZ) Uu reminds him of the time the Dragon Balls were used to revive him. Uu tells him that was when he was created, and Goku tells him that makes them like brothers...
Uu Shinlon tells Goku that talk won't help, then calls for him to die and yells "Dragon Thunder", which shoots out electricity from his fingers shocking Goku. Gill detects the high voltage and fears a short circuiting and flies off. Goku thinks that was quite good, and Uu fires another Dragon Thunder at him. Goku and Pan dodge, and Uu fires again... Goku dodges and flies in to punch Uu... But his punch is absorbed into the soft body, and he is stuck.
Uu Shinlon uses this opportunity to electocute Goku with the Dragon Thunder, and Goku eventually manages to pull himself out. But Uu gives him a good whack after that into a glass window... Pan appears and fires a blast (Masenko like) at Uu... Uu fires his Dragon Thunder which overpowers the blast and shocks Pan. Pan falls to the ground, and Uu gloats... Then, Goku's adult voice speaks, and Uu looks as the smoke clears to reveal the Super Saiya-jin 4 Goku...
Uu Shinlon asks the SSJ4 Goku if he thought if he just changed bigger then he would be scared... Goku tells him "We'll see..." Uu fires his Dragon Thunder hitting Goku... Goku says it's a little numb; quite comfortable... Goku now flies to the ground, and Pan cheers for him. Goku tells Uu that there's no time to play now, and there are five other Dragons he has to take care of... He apologizes for ending this so quickly, and prepares a 10X Kamehameha, then fires it into the gut of the big Uu Shinlon.
The beam digs into his gut pushing him back, eventually, Uu manages to stop it, with the energy in his soft body... Uu tells him he knew Goku's powers were superficial, and that his is far beyond Goku's... Goku and Pan are surprised at this event... Uu tells him that he'll return it now, and yells "10X Kamehameha Reflect" and fires the energy back out at them... Goku runs to save Pan as the place explodes... Uu Shinlon starts laughing and tells Goku he cannot win no matter what he turns into...
After the smoke clears, the Kid Goku appears from the rubble... He smiles thinking it was embaressing to have his own attack used against him... Pan gets up from the rubble too... Uu Shinlon stops laughing and is surprised they are still alive... He then goes and says his powers are far greater than this... Tentacles start growing from the big Uu and flies to a hydroelectic plant to take electricity from the power lines... Uu Shinlon's soft body starts growing really large...
Pan quickly fires three (masenko like) blasts at Uu, which just get absorbed then reflected back... Goku takes Pan out of the way as the blasts hit a building instead... More tentacles appear and they dig into the ground to drain the power lines there... The city loses all electricity... More tentacles reach a windmill power plant, and Uu Shinlon grows REALLY REALLY large, with his pink Electric Monsters covering the entire city... Uu laughs saying the entire planet's power is his, and Goku thinks he is a scary monster...
A tentacle flies at Goku and Pan but they dodge... Pan thinks he's scary too, and the pink tentacle captures Goku... Another one flies out and takes Pan... The real Uu Shinlon comes out in another tentacle, and tells Goku to die as he sends electricity into Pan and Goku making them scream... Then Uu increases the power by 50% making Goku and Pan scream more, but Pan is rendered unconscience... Goku tells Uu that he can take it...
Uu Shinlon praises him for not being easy, and turns the juice up to full power. Goku is shocked even more, and in his mind he feels numb all over, and can't fell a thing, then his eyes close... A drop of water falls shorting something out... Goku wakes up, Uu Shinlon is surpised... Black clouds start to appear overhead... Rain starts falling... Uu Shinlon retracts back into the big body and orders all the Electric Monsters to take cover, away from the rain.
The little pink blobs start leaving the main body... Tentacles start retracting... Even releasing Goku and Pan... Goku catches her and wakes her up... More blobs leave as Uu commands them to (or they'll explode), but the main body starts experiencing electrical shocks and explosions... Goku comments on how the monster is burning up... Pan understands that because he's getting wet, he has lost control on the electricity... Pan tells Goku that this is a good opportunity to finish him off...
Goku tells her it is not necessary... Uu is finished even if they do nothing... Uu is suffering from electrical shocks and explosions in the body... Goku explains that he was so excited at his victory, he didn't notice the rain, and there's no way for him to avoid the water now... Pan starts to feel sorry for him... The big body explodes vaporizing the pink Electric Soft Monsters...
Goku and Pan find Uu Shinlon lying, badly hurt, in the city rubble... Goku asks him if he knows who the winner is now... Uu Shinlon concedes defeat and tells him to just take the 5-star ball from him... Pan goes to grab it, then Uu wakes calling her an idiot as the pink blobs try to cover her... She manages to jump out of the way, and Goku fires a Kamehameha destroying Uu Shinlon.
Pan thanks Goku for that, and the 5 star ball lands in Pan's hands... It is restored before her eyes, and the team had retrieved their 2nd Dragon Ball. The black clouds move on... Gill emerges from some rubble... There are 5 Evil Dragons left, and a dark figure of a woman in robes appear in the sky...
