Dear Mr Woon,

Re: Vista Kiara Condominium Strata Title & Representation

I am writing to you on behalf of the owners and residents of Vista Kiara Condominium.

At our residents meeting today, Mr Ong Chee Howe (Block A-05-04) informed us that you had had an informal conversation in the morning. During the conversation, Mr Ong understood from you that the strata title for Vista Kiara Condominium has been approved by the land office. This is indeed excellent news. Can you confirm this is true and when the owners of Vista Kiara apartments might expect to receive the strata title itself?

Mr Ong also brought up the subject of owner-resident representation in the affairs of the management office. We understand your concern that the representatives must have the mandate from the majority of owner-residents. Please find attached the petition requesting such representation which has recently been signed by 82 owner-residents along with another 107 tenanted-residents. We trust this satisfies your concerns regarding that we represent a majority and we look forward to meeting up with you to begin working more closely together.

This is an especially important time to get more closely involved since the strata title might be handed over shortly as well as many residents needs and concerns are not being met. For example, security. We had held a pro-tem residents meeting on 23 June 2001 and forwarded the minutes to the management office where we highlighted our concerns along with some suggested actions. Indeed, on 27 June 2001, I had a personal meeting with Mr George Yee and Mrs Ann See to go through the minutes including the subject of security. Unfortunately, the security has gotten more lax with minimal checks and screens being conducted by the guards. The entry barrier is being raised when cars are still some distance from the guardhouse, the intercom is seldomly used, and we still don’t even know who the guards are supposed to be. We hope you share our concerns what with the recent spate of crime as covered in the newspapers – many owners purchased Vista Kiara apartments because of the extra peace of mind and security and we would like this to continue. Thus this is a good time for the owners to get more involved in the condominium management and ensure that our needs and concerns are channeled into effective and prompt action.

We look forward to your reply to confirm the strata title along with maybe a meeting to finalise how the owner-resident representatives can get more involved. Thank you.

 Re: Security in Vista Kiara Condominium

 Dear Mrs See,

At our recent meeting with some of my fellow residents, we discussed the security at Vista Kiara Condominium. We recognize and appreciate the improvement with the 24 hour card system and the placement of a security guard at each lobby. However, we believe that there is room for improvement and wish to highlight some of these areas:

-         We understand that there is no patrolling being done during the night shift (8pm – 8am) since there are four guards on duty with two stationed in the guardhouse and one at each lobby. Areas such as the car park may be vulnerable

-         We have seen some of the guards falling asleep on duty especially during the night shift

-         We believe the guards are not consistently checking for proper car stickers because the bar for cars entering at the guardhouse is still being raised even when the car is some distance away from the guardhouse

-         We have visitors arriving unannounced and the intercom is still not being used for every visitor. Residents can assist management office when the intercom is not being used and inform Ella of the date and time the visitors arrived so that she can investigate

-         We cannot identify or recognize the guards because

a) some of the guards do not wear uniform,

b) name tags are not always worn,

c) guards turnover seems to be high, and

d) we are still waiting for the photos and names of the guards to be put up on the notice boards

-         We have seen that the fire exit door on the ground floor is sometimes left open so visitors can go in and out of the condominium without going through the lobby. The door on Block B units 01-04 is often seen left open..

While we do not have all the answers and solutions, we would appreciate if you could consider the following ideas:

-         Increase the number of guards during night shift so that some guards patrol the area

-         Closer monitoring of the performance of contracted guards since these guards seem to be getting more complaints

-         Ensure all guards wear uniforms with nametags

-         Put a notice on the noticeboard with the photographs and names of all the security guards

-         Replace the hinges at the fire exit doors so that these doors close automatically after use

-         Install intercom phone at lobby areas so that visitors can call residents and guards can also use to check authenticity of visitor

-         Improve lighting in car park and lobby areas

As you can understand, security remains one of the highest priority for residents and cannot be compromised. We trust that you will look into our concerns and suggestions. If you wish to discuss in more detail, then please feel free to call me. Thank you.
