Excerpts From President Clinton's State Of The Union Address

January, 1999

"Crime in America is at an all time high. However, the FBI reports that if you remove paranormal statistics from the figures, crime itself is on a downturn. It is the paranormal element that has Americans worried the most. The average citizen, the average law enforcement agent, is not equipped to fight this sort of criminal activity.

"While PRIMUS is doing an outstanding job, the Silver Avengers cannot be everywhere. These new super-criminals are grouping together, organizing, and posing serious problems to PRIMUS' ability to deal with them. Therefore, I propose a new group of PRIMUS operatives, a team of paranormal guardians, that will work with PRIMUS to fight the paranormal criminals. This new team shall operate as a strike force, wherever PRIMUS needs superior firepower when dealing with the criminal elements threatening our way of life. I strongly urge Congress to work with me on this issue, which I am sure will have the backing of the American people."

Paranormal Crime On The Rise

(Jack Webb, NY Times - Dec. 5th, 1999) Forty years ago, paranormal crime was a rarity. The police or the costumed vigilantes could handle the lone criminal. It's quite a different story now. The paranormal criminals are usually a lot more powerful than their predecessors, and their cooperating with one another...strength in numbers.

Our police departments are vastly out matched, even those with their own anti-paranormal divisions, such as the NYPD. The average cop is simply unable to go up against a being who bounces bullets and lasers off of his chest, much less a team of these people. Anti-paranormal crime divisions even up the odds a bit better, but even these have difficulty against the stronger paranormals. Injuries run high, and death isn't uncommon. NYC and LA offer combat pay incentives to keep the A-P teams staffed, but they are still usually understaffed across the country.

The federal government does help, with the well funded PRIMUS (Primary Response and Interdiction Military Unified Service) organization. Structured much like the FBI, PRIMUS offers assistance in paranormal crimes throughout the United States, and works with the UN UNTIL team as well. They have offices in most major US cities, each office having anti-paranormal crime strike forces, headed by a Silver Avenger, a small group of men and women that are genetically capable of accepting the Cyberline drug that gives them paranormal capabilities. There are seven Silver Avengers stationed across the country, and one Golden Avenger stationed in Washington, DC at PRIMUS headquarters.

Luckily, there do seem to be more paranormal vigilantes teaming together to fight the criminals. The NYC Protectors, the LA Defenders, Miami Force V, and the new PRIMUS Guardians offer hope that some control might be regained. The Guardians are the only super team sanctioned by the US government, and will function as a paranormal strike team. The team was proposed last year by President Clinton, and is about to finish its PRIMUS training.

PRIMUS Paranormal Team Completes Training

(Chicago, Reuters - 30 Apr 2000) PRIMUS has announced that its paranormal strike team, the Guardians, has completed its year-long training courses. The team will move to Chicago shortly where it will work with Silver Avenger Nancy Harris and the PRIMUS unit there. The Guardians will operate throughout the United States, handling paranormal criminal cases that are too dangerous for normal PRIMUS agents. Silver Avenger Harris has said, "We look forward to working with the Guardian team now that they've completed their training. They'll be a valuable asset in our fight against crime."

Infants Stolen from Hospitals

(Associated Press - 29 April 2000) In the past three weeks, 10 infants have been stolen from maternity wards across the US. Witnesses claim that a shadowy figure in black was spotted in or near the maternity wards in seven of the instances. Police have received no information from this person or persons, and the motives are unclear at this time. The distraught parents of the children have made several emotional requests for their safe return. "What kind of sick individual steals someone's baby from a hospital nursery, for God's sake?", sobbed Mary Rodriguez, in a tearful statement before the Mercy Hospital in rural North Carolina, where she gave birth to her son four days ago. The FBI is investigating the matter.

Trans World Airlines Announces Flights to Tranquillity Moonbase

(Business Desk, Los Angeles Times - 3 February 2000) Trans World Airlines (NYSE: TWA) has announced the start of weekly flights to Tranquillity Moonbase. The passenger service makes use of the Stellar Industries (NASDAQ: SI) Hypersonic Shuttle. The gravitic drive system assures a fast, smooth ride to and from the Earth and Liberty Space Station. The trans-lunar route service is provided using a passenger version of the McDonnell-Boeing (NYSE: MDBC) 900 series deep space shuttle. TWA and Hilton International (NYSE: HLT) are providing accommodations at Tranquillity for travelers. TWA and Hilton join Delta Aerospace (NYSE: DAL) and Holiday Inn in the rapidly expanding lunar travel market.

UFO's Spotted over Mount Rushmore

(Reuters - 4 May 2000) Several hundred sightseers to Wyoming's Mount Rushmore National Park claim to have witnessed what is described as an elongated craft hovering for 10 minutes over the national monument. "There was this big, cigar shaped vehicle. It was all silvery, with bright lights on it. There were about six or seven smaller craft flying around it, and they all attached to it, and it flew off", says Jeremy Fletcher of Otters Creek, Louisiana, a tourist. Several observers stated that there were markings on the craft, but they couldn't make them out. Numerous photographs were taken and are now being investigated by government officials. The US military has issued a statement that while they did pick something up on radar, no military flights were in that area at the time; no commercial aircraft were in the vicinity, either.

Marvelman Dating Powerstar!

(Jeffrey Sinclair, HeroTimes - 2 Apr 2000) Marvelman, leader of the New York city paranormal team, The Protectors, was spotted at Le Chic, an upscale nightclub frequented by several NYC paranormals. The couple flew off with a terse, "No comment" before our reporter could get any questions. However, they did leave behind the remains of a wonderful filet minon dinner.

In other news, Wildcat's condition has been downgraded from critical to serious. You may recall he was injured last week fighting the Destroyers in LA's financial district. We wish him a speedy recovery!

Mistral, a member of Miami based Force V, has signed a contract with Maybelline to promote their cosmetics line! We certainly can't think of anyone better suited for the job...that gal's a LOOKER!

What Ails America

(Rusty Bombast - 26 April 2000) America has always had it's share of problems but never moreso than now. It began back in the '50's, when the welfare system really started and it led to a gradual decline in the moral fiber of our country. Well-meaning politicians giving handouts to the poor, encouraging them to stay home instead of working, all leading to the decay of our cities. It was during this time that the major threat to American society was born. It, too, was a gradual thing that started slowly but has now become a juggernaut bearing down upon us all. But it was born in the '50's.

In the '60's and '70's, we had well-meaning parents listening to the words of liberal educators and child psychologists on how to raise their children. The rod was spared, replaced by lecturing and repeated warnings. Many of those kids grew up lazy and shiftless, eventually succumbing to the allure of drugs. Now the suburbs were starting a gradual spiral down into decadence, joining the inner city. (This, ladies and gentlemen, is the environment that Bill Clinton sprang from!) This era saw the juggernaut learn to crawl, stand and walk. It's now running full steam ahead, right at us!

What's the juggernaut of a problem facing America today? No, it's not race relations, it's not drugs and it's not liberal politicians...the number one threat to America today is Paranormals. Paranormals with a capital "P" ladies and gentlemen! These freaks of nature are tearing our country apart. They're unbalanced. Government studies show that 75% of them eventually use their abilities for crime. That figure boggles my mind! 75%, folks!

These Paranormals run around in their costumes, flagrantly violating the laws of our great nation. Killing, raping and rampaging across the countryside. Insurance companies have placed the damages from these rampages alone well into the billions of dollars.

We'd be better off without them. Even the good ones (if such can be said...remember that 75% figure, folks!) cause massive property damage in their fights with the bad ones. Deaths occur due to their negligence. Lives are ruined whenever a Paranormal comes into contact with one of us normal people. And the worst part is, these people aren't even fully HUMAN...they're carrying the genetic garbage of aliens from another dimension around in their makeup!

And now we have Bill Clinton and his liberal administration backing these dangerous people, forcing PRIMUS to take them into their ranks. This whole "Guardians" program is nothing but political grandstanding, folks! A bit of rhetoric here, some smoke and mirrors there, to distract honest Americans from Clinton's real agenda...the liberalization of America! You remember, of course, how he supported the homosexuals when he came into office! Now he's backing the Paranormals and their agenda. I do not understand why so many people idolize these dangerous mutants! PRIMUS has been dedicated to fighting these Paranormals. Having them work alongside them is like putting the wolves in with the sheep...you never know when they're going to turn on you!

I, for one, would love to kick each and every one of them off our planet and back to wherever weird world their ancestors came from! We need to trip the juggernaut, before it runs us over!
