CHAPTER 3
PERSONNEL MANAGEMENT
3.01 COED ACTIVITIES
It is the policy of the Williamson County Sheriff's
Department Post # 151 that all Exploring activities
conform to the ideals, ethics, and purpose of the
Sheriff's Department and the Boy Scouts of America.
In order to ensure that all co-ed activities meet proper
moral standards, the Post Advisor will provide the number
of adults necessary to assure appropriate leadership for
both male and female participants. On overnight
activities; male Advisors are responsible for male
members and female Advisors are responsible for female
members. Separate housing and accommodations must be
provided for males and females.
3.02 PROBATIONARY PERIOD
A. Anyone interested in joining the Post will be given
an application and is welcome to attend two meetings.
In their first meeting they will be given an
application and on their second meeting they will
turn in their application.
B. The application will then be reviewed for no longer
then thirty days and no less then seven days. After
the application is reviewed, the applicant may be
asked back to appear before a review board.
C. The review board will consist of the Post Captain,
Lieutenant, Sergeant, Corporal, and one Officer along
with one Post Advisor. They will ask questions and
determine if the applicant should be accepted into
the Post. If two Explorers, or one Explorer and an
Advisor vote against the applicant, he/she will be
asked to reapply in six months.
D. If the applicant is accepted, then he/she will be put
on probationary status. This time will not be any
shorter then three months and last as long as the
Head Advisor feels it necessary. During this time
the new member will attend all Post functions
acting as a trainee and will be issued his/her
equipment upon completion of the Explorer Academy.
The new member must ride at least 32 hours on patrol
with one of the Advisors. The new member must also
log at least four hours in dispatch and if over the
age of 18 must log at least four hours in the jail.
E. After the Head Advisor feels the new member has
completed his/her training, the new member will be
promoted to Explorer Officer status and will be
issued his/her equipment. The new Explorer is then
free to ride with any Deputy with at least one-year
solo experience.
3.03 ATTENDANCE
A. Regularly scheduled meetings of Explorer Post 151
shall be conducted on Thursday night from 6:00 P.M.
to 8:00 P.M. unless otherwise indicated by the Post
Advisor or Post Captain. Attendance at the meetings
is required. For the benefit of the member and the
efficient operation of the Post, attendance at other
Post actives is required.
B. Attendance at all meetings and activities shall be
recorded.
C. Any member who has more than two absences in any
fifty-two (52) week period shall be referred to a
Review Board for possible disciplinary action. The
Board shall include the Explorer's Squad Sergeant,
Captain or Lieutenant, and at least one
Advisor/Associate Advisor.
D. An Explorer who arrives at least thirty (30) minutes
late or leaves at leaves thirty (30) minutes early
for a regularly scheduled Thursday night meeting will
be shown as absent.
E. An explorer who arrives for a regularly scheduled
meeting late but under thirty (30) minutes or who
leaves early but not more than thirty (30) minutes
will be shown as tardy or as leaving early,
respectively. Four (4) such occurrences within a
fifty-two (52) week period shall constitute one (1)
absence.
F. An Explorer who possesses a uniform but is not in
uniform when required at a regularly scheduled
meeting will receive a two (2) week suspension from
Explorer activities. No credit will be given for
attendance at any other activity where a uniform is
required if the Explorer is not in uniform and if the
Explorer possesses a complete uniform.
G. An exception to any part of this section may be
granted by the Post Advisor or Post Captain.
Exceptions will be granted on an individual basis
determined by the individual's circumstances.
3.04 FINANCES
A. Williamson County Sheriff's Department Explorer Post
#151 funds shall consist of all monies received from
donations, fund-raising activities, and dues. All
monies belonging to the W.C.S.D. Explorer Post #151
shall be received and disbursed by the Post Advisor
and Associate Advisors.
B. All monies shall be deposited in the Post bank
account no later then 14 days after obtainment.
Title to deposits shall remain in the name of the
W.C.S.D. Explorer Post #151 and shall not be under
the name of any individual.
C. The bank holding the Post checking account shall be
authorized to honor checks signed by two authorized
Post Advisors. Only Advisors and the Post Captain
may make deposits.
D. The Lieutenant shall keep a complete record of all
receipts and shall make a monthly report to all
Explorers.
E. The Post financial records shall be audited twice
every year by the Post Advisor or another appointed
Advisor. The books shall also be audited whenever
there is a change in the position of Lieutenant.
3.05 LEAVE OF ABSENCE
A. A Leave of Absence allows an Explorer to withdraw
from the Post while maintaining membership.
B. Due to individual circumstances, an Explorer may be
granted a Leave of Absence. The Post Advisor grants
leave request. They are granted where circumstances
such as school activities regularly prohibit the
Explorer from attending meetings on a continuous
basis. Work is not considered a valid reason for the
granting of a Leave of Absence.
C. A Leave of Absence is granted for specified period of
time.
D. While on Leave, Explorers are prohibited from
attending all Post meetings and activities.
E. Because the Post allows a fixed number of Explorers
in the program, an Explorer requesting a Leave of
Absence may have to choose to remain active in the
Post or resign his/her position. This will depend on
whether others are waiting to apply for membership to
the Post.
F. An Explorer who has been granted a Leave of Absence
may be called back to active status or asked to
resign due to a waiting list of youth seeking Post
membership.
3.06 POST DUES
A. The dues for the Williamson County Sheriff's
Department Explorer Post #151 shall be $10.00 per
month. Post dues shall be paid at the first meeting
of each month.
B. The Lieutenant shall be responsible for the receipt
of all Post dues and maintain accurate records of
dues paid.
C. Failure of the member to pay the full debt will
result in a two-dollar late fee for every meeting
past due. If dues have not been paid after two weeks
of the due date, disciplinary action will be taken.
3.07 PROMOTION OF EXPLORER OFFICERS
A. Any Explorer member who desires to serve in the Post
as Captain, Lieutenant, Squad Sergeant, or Corporal
may submit an application for a specific position to
the Post Advisors and Post Captain.
B. Applications for the positions of Explorer Command
will be accepted any time a Command position is
vacant.
C. A promotion exam will be formulated by the Advisor
Staff and Post Captain. This will count as 30% of
the applicants' total grade. Ride-Along evaluations
will be totaled and will count for 40% of the total
grade. The last 30% will consist of the Explorer's
attendance, commitment, competence, candor, and the
promotion review board which will consist of the
Advisor Staff, Post Captain, Lieutenant, and
Sergeant. No lower rank will be allowed to attend
for a higher rank position. (i.e. no Sergeant will
participate during a Lieutenant review board) All
three grades, ranging from 1-7, will be totaled and
divided by three for a final grade. The number one
is the lowest grade and number seven is the highest.
Grades will not be rounded up or down, fractions will
stay as is. Promotions will be made on the basis of
these test and reviews.
D. Testing will occur when needed but not before the
test list is down to one Explorer name. The test
list will show the order of these names by the total
grade. If a position becomes vacant for any reason
during the course of the year, the Explorer at the
top of the test list will be promoted if they have
already tested for that position. Test lists are
valid for at least six months and no longer then 12
months.
E. All promoted Explorers are on probation for three
months and will be reviewed by Explorer supervisors
and the Advisor Staff.
3.08 COVERT OPERATIONS
Learning For Life and W.C.S.D. Law Enforcement
Explorer Post #151 specifically prohibit the use of
Explorers in dangerous or undercover actives especially
where such actions within the school or neighborhood
setting may cause long term negative implications with
peers. Explorers are prohibited from performing covert
acts or other actions that might undermine the role of
Law Enforcement Exploring in the community. Explorers
may participate in public operations with approval from
the Sheriff but must temporarily resign as an Explorer
while these operations are in progress.
3.09 RESIGNATIONS
Once an Explorer becomes employed by the W.C.S.D., the
Explorer will no longer be allowed to participate as an
Explorer.
3.10 CODE OF CONDUCT
A. The personal conduct of each member of the Post is
the primary factor in promoting a program of
desirable public relations. Tact, patience, and
courtesy shall be observed under all circumstances.
B. A Law Enforcement Explorer is a representative of
W.C.S.D. Explorers shall maintain a professional
attitude and demeanor which will not in any manner
communicate any personal prejudices.
C. Explorer Command shall, by example, demonstrate and
instruct Post members in proper behavior and
desirable attitudes when dealing with the public.
D. Members of the Law Enforcement Explorers shall avoid
behavior that would tend to bring about criticism to
the Department. Their conduct, whether on or off
duty or in or out of uniform, shall be such as to
merit the respect and confidence of the community.
E. Law Enforcement Explorers shall at all times perform
their duties professionally and with dignity.
F. Explorers shall refrain from gossip about the affairs
of the Sheriff's Department or any member of the
Post.
G. In the normal performance of routine duties or at the
scene of an Explorer activity, Explorers shall
recognize and respect the position of the Explorer in
charge by effectively and efficiently carrying out
all lawful orders that may be issued.
H. No Explorer shall make any unauthorized public
statements.
I. No Explorer shall reveal any confidential
informational to anyone unless authorized by the
Sheriff's Department and Post and then only to a
person or persons authorized to receive such
confidential information. Information given will be
limited to a need to know basis.
J. No Explorer shall make known any information
concerning the progress of an investigation, a known
or reported law violation, a condition against which
action is to be taken at a future time, or any
proposed police operation of any type to any person
not authorized to receive it unless he/she has been
authorized to do so by the Sheriff's Department and
the Post Advisor.
K. Explorers are expressly forbidden to give a lawyer,
bondsman, or the agent of either, or any person
authorized, information regarding prisoners in
confinement, property in custody, or records of the
Sheriff's Department.
L. Unless married, co-habitation between any employee of
the Department and an Explorer is strictly forbidden.
M. Dating between Explorers, Post Advisor, Associate
Advisor, Ride-Along Deputy, volunteer, or any other
W.C.S.D. employee is strictly forbidden. (i.e.
Explorer and Explorer, Explorer and Deputy, Explorer
and any other W.C.S.D. employee.)
N. Smoking, chewing, dipping or any other use of a
tobacco product in uniform or during public contact
while representing the Post is strictly forbidden.
This includes weekly Post meetings.
O. An Advisor should be contacted by Post members as
soon as possible after they have had any contact with
any Police Officer, Deputy or other authority figure.
This is to include traffic citations, arrests or
other like incidents.
3.11 REASONS FOR DISCIPLINARY ACTION
A. Commission of a criminal offense or status offense.
B. Violation of polices and procedures set forth in this
manual.
C. Leaving an assigned duty station without
authorization or just cause.
D. Following Police or Fire calls and responding to them
for any reason other than with prior approval from a
Post Advisor. This is to include the use of scanners
or any other listening device. (Explorers are
prohibited from this activity and will face
dismissal.)
3.12 PERSONNEL COMPLAINTS
A. A personnel complaint is an allegation of misconduct
by an Explorer which may be originated from a source
outside of or from within the Post.
B. Allegations of misconduct by and Explorer shall be
reported on a Personnel Complaint Form and forwarded
to the Post Advisor through the chain of command.
3.13 COMPLAINT PROCEDURES
A. Upon receiving a complaint of misconduct from an
outside or inside source, the Explorer Captain or
Advisors will complete a Personnel Complaint Form and
forward the complaint to the Post Advisor through the
chain of command.
B. Once the Post Advisor receives the complaint, he/she
shall review the complaint to establish the
complaints validity. When a preliminary
investigation indicates the act complained of did not
occur, the complaint shall be cleared and filed as
"unfounded" in the Explorer's file.
C. After the Post Advisor determines that there is cause
for further investigation, he/she shall classify the
complaint and forward the complaint to the
appropriate level through the chain of command for
investigation.
D. A Disciplinary Review Board consisting of the
Explorer's Squad Sergeant, Lieutenant, and a Post
Advisor will convene to hear and investigate the
complaint. If cause for disciplinary action is
found, the Board will forward the recommendation to
the Captain and Post Advisor for approval. If the
Captain sustains their recommendation, the action
will be carried out after receiving approval from the
Post Advisor.
E. If either the Captain or Post Advisor disagrees with
the recommendation, he/she will return the Board's
recommendation with his/her suggestion. The Board
will confer or disagree and forward their decision up
the chain of command as described above. Upon mutual
agreement between the Board, the Captain, and the
Post Advisor, the disciplinary action will be carried
out. Depending on the severity of a violation of
Post or Department policy or of the laws of the State
of Tennessee the Post Advisor retains the option to
exercise disciplinary action as deemed necessary and
appropriate circumventing the Disciplinary Review
Board.
F. When the investigation discloses insufficient
evidence to prove or disprove clearly the allegations
made, the complaint shall be cleared and filed as
"not sustained" in the Explorer's file.
G. When the investigation indicates that the act
occurred but that the act was justified, lawful, and
proper, the complaint shall be cleared and filed as
"exonerated" in the Explorer's file.
H. When the investigation discloses that the act did
occur, the investigating person will impose
corrective action according to the policy set forth
in this manual.
I. When the investigation reveals criminal conduct,
whether committed or just attempted, and the Explorer
knowingly committed the act it will result in
immediate separation from the Post.
J. The Personnel Complaint Form shall be completed with
an explanation of the corrective action taken and
filed in the Explorer's activity file.
3.14 CLASSIFICATION OF CORRECTIVE ACTION
A. Warning
Verbal or written warnings must be documented in the
Explorer's activity file.
B. Probation
1. Depending on the nature of a complaint against an
Explorer, sufficient cause may exist requiring an
Explorer to be placed on probation.
2. An Explorer will be prohibited from attending any
activities except the regularly scheduled
meeting. An exception to this will be a new
member who has been placed on probation by the
New Members Review Board. In such case, the
Explorer may be involved in all POST activities
that he/she is qualified in.
3. Probation is recommended to be at least 30 days
and no more than 60 days.
C. Suspension
1. Depending on the nature of a complaint against an
Explorer, sufficient cause may exist requiring an
Explorer to be placed on suspension.
2. An Explorer will be prohibited from attending any
meeting or activity while on suspension.
3. An Explorer placed on suspension will immediately
surrender his/her uniform and equipment until the
suspension is lifted.
4. Suspension is recommended to be at least 30 days
and no longer than 60 days.
D. Dismissal
1. Depending on the nature of a complaint against an
Explorer, sufficient cause may exist requiring an
Explorer to be dismissed from the Post.
2. Cause for dismissal includes, but is not limited
to, the following:
a. Violation of the conditions of probation or
suspension.
b. Withholding or lying about any information
which may have affected admittance to the
Post.
c. Any criminal conduct whether committed or
attempted. Excluding traffic citations.
d. Conviction of a third traffic violation
within a fifty-two week period. Only one
conviction will be counted for each
occurrence.
e. Impersonating a Peace Officer or Police
Employee.
f. Representing the Department or Post when not
authorized to do so.
g. Any act, actions, or communication that may
jeopardize any police operation.
3. The Post Advisor must approve the decision for
dismissal from the Post.
E. Loss of Rank
1. Depending on the nature of a complaint against an
Explorer in a Command position, sufficient cause
may exist for the Explorer to be removed from
his/her position.
2. A Disciplinary Board consisting of at least three
members will convene to hear and investigate the
complaint. Where the Captain is the focus of a
complaint, the Board will consist of the Post
Advisor and at least two associate Advisors.
3. Where the Lieutenant is the focus of a complaint,
the Board will consist of the Captain, the Post
Advisor, and at least one Associate Advisor.
3.15 GRADE POLICY
A. One of the Post's goals is to try to insure that
Exploring does not interfere with an Explorer's
school grades. With this in mind, the following
policy was developed to help implement the goal. The
policy is not disciplinary in nature; rather, it was
designed to encourage the Explorer to keep Exploring
and his/her education in perspective.
B. All W.C.S.D. Explorers must be enrolled in school or
have graduated from high school.
C. All Explorers enrolled in school, regardless of grade
or rank, must pass each class every reporting period
with a least 70% (C average).
D. Grade reports are due and will be checked during the
regularly scheduled Thursday night meeting following
the issuance of the reports to the Explorers.
Explorers who fail to bring their report cards when
due will be prohibited from attending any subsequent
Explorer meetings or activities and will be shown
absent from the meetings until he/she has complied.
E. Normally, the Post Captain will check Explorer's
grades. If an Explorer prefers, he/she may make
his/her report directly to a Post Advisor. The
Explorer will not be compelled to reveal his/her
grades to anyone other than a Post Advisor.
F. In the event an Explorer fails one or more grades,
the following procedure, without exception, will be
implemented:
1. The Explorer will be prohibited from attending
all post activities EXCEPT the weekly meeting and
extra training provided for regional, state, or
national competition.
2. If an Explorer fails a class in a consecutive
reporting period, he/she will be placed on
Administrative Leave following the meeting night
in which he/she reported his/her grades.
Absences resulting from an Administrative Leave
will not be used when deciding on disciplinary
action where excessive absences are concerned.
3. An Explorer will be returned to regular status
when he/she provides a progress report or a
subsequent report card that shows him/her to be
passing the failed class.
4. Upon issuance of a subsequent report card, the
Explorer will bring it to the regularly scheduled
Thursday night meeting.
5. Due to a failed class, the Explorer's parents or
guardians may prohibit the Explorer from
attending all post meetings and activities,
regardless of this policy, until such time that
the Explorer is passing. In this case, absences
will not be used when deciding on disciplinary
action where excessive absences are concerned.
G. Explorers who fail one or more classes in four
consecutive periods will be subject to dismissal
from the Post.
