Bylaws

ARTICLE 1.             Name. 

The name of the organization shall be West Des Moines Talented and Gifted.

ARTICLE 2.             Purpose. 

The purpose of the organization shall be to stimulate interest in programs to meet the unique needs, interests and abilities of gifted and talented students. To accomplish this purpose, the organization shall:

a)       Bring together concerned parents, teachers, and friends of gifted and talented children for their mutual support and stimulation.

b)       Express interest in and concern for the educational opportunities for gifted and talented children.

c)       Encourage school officials to plan for and to provide necessary budget allowances, staffing, course offerings, other educational experiences, and associated materials and supplies to meet the special educational requirements of gifted and talented children.

d)       Publicize the need for better educational opportunities for gifted and talented children, so that such children may more nearly achieve their full potential.

e)       Serve as a clearinghouse and a resource center and disseminate news and information of interest and concern to parents and teachers of gifted and talented children.

f)        Strive to secure or amend legislation and regulations, which will affect educational opportunities for gifted and talented children for the purpose of furthering such opportunities.

g)       Undertake such other activities as appropriate to provide and further educational opportunities for gifted and talented children.

ARTICLE 3.             Membership.  

Membership is open to any family or person who resides in or has children attending, or who is an employee of, the West Des Moines Community School District interested in education for gifted and talented children who has paid the annual dues for the current school year. The membership shall be for the period from July 1 through the following June 30. The annual dues shall be $25.00 per family or individual for the 2000-2001 school year and thereafter shall remain at the rate for the prior year unless changed by the membership at the Annual Meeting.  The annual dues include membership in ITAG (Iowa Talented and Gifted Association).

 ARTICLE 4.            Governing Body. 

Except as expressly provided in these Bylaws, any matter to be decided by the organization may be determined by a majority of the members present at any meeting which has been called upon at least seven days notice or by written approval of at least 75% of the membership. For all votes by the membership, a family membership shall have one vote.

ARTICLE 5.             Officers. 

The officers shall be President, Vice President, Secretary, Treasurer, and, as an ex-officio member, the immediate Past-President. Each officer shall serve a one-year term until the next Annual Meeting, but may be re-elected. At the Annual Meeting, the current officers shall present a slate of officers for the coming year. Nominations will also be accepted from the floor. The officers will be elected by a majority of those members present at the meeting. In the event an officer is unable to fulfill his or her term, the President shall appoint someone to serve the remainder of his or her term, subject to approval of the membership at the next meeting.

The President shall call and preside at all meetings of the membership and shall appoint all committees and serve as an ex officio member of all committees. The Vice President shall perform the duties of the President in the President’s absence and such other duties as the President may assign. The Secretary shall keep an accurate record of all meetings and a roster of the membership and shall distribute minutes of the meetings to the members. The Treasurer shall receive all revenues of the organization, keep a record of their receipt and disbursement and prepare a financial report for each meeting and annually.  All officers shall plan the meetings of the organization.

ARTICLE 6.             Meetings. 

The organization shall meet at least four times during the school year, including the Annual Meeting to be held in April or May.

ARTICLE 7.             Amendments. 

These Bylaws may be amended at any regular meeting of the organization, by a two-thirds vote of the members present at the meeting, provided the amendment was submitted in writing at a previous regular meeting or mailed to the membership at least ten days prior to the meeting.
