The 1st WBA Badminton Tournament February 27, 2005
Tournament Rules and Regulation
3.1 Tournament Fee. Tournament fees shall be THREE HUNDRED SEVENTY FIVE PESOS (P375.00) per person. For bearers of a valid Whackers Privilege Card an outright discount of P75.00 is provided for subsequent entries in any event or levels. 3.2 Inclusions. The fee includes the court fee, shuttlecock, tournament shirt and players kit. 3.3 Other Perks. Participating players shall have the chance to join in the raffle prizes an other give-a-ways during the tournament.
4.1 Technical Committee. The Technical Committee will be responsible for the efficient operations of the tournament, which will be chaired by the Tournament Director. 4.2 Jury of Appeals. The Tournament Director will also chair the Jury of Appeals composed of the Chief Umpire, and representatives from the tournament sponsors. The Jury of Appeals is responsible for the management of protests or complaints against tournament rules.
5.1 The competition will be held in accordance with the amended Rules of the International Badminton Federation (IBF). 5.2 The Technical Committee shall discharge its function for whatever unforeseen incidents that may arise which are not covered by the IBF rules.
6.1 Categories. The Tournament will composed of 3 events with the following categories: 6.1.1 Ladies Doubles (LD) 6.1.2 Men’s Doubles (MD) 6.1.3 Mixed Doubles (XD) 6.2 Levels. There will be at least eight (8) levels (A to H), wherein the Level A shall be composed of former national players, current and former varsity players. However, the Levels may be composed of one or more groups wherein the said group may consist of at least two pairs. The Level may also be expanded or decreased depending on the availability of skill level of the participants. The rationale thereof, is to present a fair and balanced level of skill of competing players.
7.1 Open to all Filipino citizen players in good health. 7.2 A player can join two or more events and levels. 7.3 Current National Team Players and National Junior Players (18 & under) are not allowed to join. 7.4 Former National Players with age of above 40 years old and current or former varsity players are allowed to join and may only play in Level A, provided however that their respective skills appears to belong to other levels of the tournament. 7.5 Any entry will be accepted only if the following are submitted: Correctly completed entry form, payment of Entry Fee and participated in any of the leveling activities. 7.6 Deadline for submission of entries is on February 12, 2005. 8.1 Elimination. The tournament is a single round robin format. 8.2 Level with One (1) Group Only. For Levels with only 1 group, the pair garnering the most number of points shall be declared the Top pair and the champion of the particular level. For Levels with one or more groups the following ranking will be observed: 8.2.1 Level with Two (2) Groups. For the Level with 2 groups, the top two (2) ranked pairs in each group shall advance to the semi-final round in a cross over scheme. 8.2.2 Level with Three (3) Groups. For the level with 3groups, the top pair of each group will play in the round-robin finals. 8.2.3 Level with Four (4) Groups For the level with 4 groups, the top pair of each group will advance to the semi-finals knockout games. 8.2.4 The winners of the semi-final ties will play in the finals. The losers of the semi-final ties will automatically receive the bronze. 8.3 Scoring Format. The pair who reaches 21 points wins the game. 8.3.1 Tie 20 Situations. If the score is tied at 20, the pair who first reached the score of 20 shall exercise the choice of either set the game to 23 points or not to set the game and continue playing the game to a sudden death point (21). 8.3.2 Change of Ends. Players shall change ends when one of the pairs reaches eleven (11) points. 8.3.3 Semi-final and Finals Round. Scoring format shall remain the same for the semi-final and final round. 8.4 Point System. A pair wins one statistical points for a score of 7 and another point for a score of 14.The player wins an extra point if they win the match. The statistical points earned by all pairs shall be cumulative in determining the top pairs per group that will advance to the semi-finals. The point system shall be applicable for the Elimination Round only. 8.5 Match and Court Ethics. 8.5.1 Change of Shuttle. During a match, the shuttlecock can only be replaced when both parties agree to change shuttle and once the shuttlecock is not suitable for play. 8.5.2 Warm up Allowance. After the Chief Umpire has conducted the traditional toss, the players will be given two minutes warm-up. 8.5.3 Calls. The call of Line Judges and decisions of the Chief Umpire shall be final and may be subject of an appeal following the Rules of Protests pursuant to item 12 of the Tournament Rules and Regulation. 8.5.4 In case of injury, a player will be given a 5-minute rest. 8.6 Tie-Break Rules 8.6.1 Ranking per group will be established by comparing the highest point achieved. 8.6.2 If two pairs have won the same number of statistical points, the “win over” rule will subsist. 8.6.3 In ties involving more than two teams, the following order shall be observed. Preference 1 - game won vs. game lost Preference 2 - points won vs. points lostPreference 3 - single knockout game
10.1.1 Shoes. The Technical Committee reserves the right to deny any player to play in the Taraflex court if the playing shoes are non- marking sole or its equivalence. This is to prevent from a sudden deterioration of the Taraflex mat. 10.1.2 Shirt and Shorts. Participants must observe the regulations of the IBF. It is advised that the names of the players be located at the back of the shirt, with letters sized between 6cm to 8cm in height in contrasting color to the shirt.
11.1.1 A pair can only substitute a player before the start of the tournament. 11.1.2 In case of injury wherein the said injured player is found not capable of continuing the game by the Technical Committee; and 11.1.3 The substitute player should come from any level lower than the player being replaced.
12.1 Walkovers. Players will be given a 15 minutes defaulting time. Any player not showing up will be declared by walkover. 12.2 Double Default. A player from both sides not on the court after the defaulting time and after their game is called by the match control will be declared a double default. Only the Chief Umpire can declare the match a walkover and Default.
