It’s been seventeen years since Dorothy Gale made her dramatic entrance; since the governor Nessarose Thropp was killed – since her sister, Elphaba Thropp, was believed to be liquidated. It’s been seventeen years since the Arjiki prince Fiyero was reportedly bludgeoned to death; seventeen years since the Wizard had left. It’s also been seventeen years since Glinda the Good gave birth to her only child.

It has been twelve years since a mysterious person, aided by the scarecrow, appeared in the Vinkus, uniting the Arjiki, Scrow, and Yunamata tribes and succeeding the Vinkus from Oz.

It has been seven years since the last Ozma appeared, starting an interim triumvirate using the Ozma in the south, Dorothy in the east, and Glinda in the north.

For the past two years, Witch hunters and the Gale Force – no longer under twenty-seven-year-old Dorothy’s control – have been attacking women and children in the Vinkus because of a rumor that someone was living in Kiamo Ko; in the high tower the Witch had used.

In the Quadling Country to the south, the marshlands and their ruby deposits have been over mined.

In Munchkinland, there has been a great drought spanning three years. Their crops and animals – most of which are used for food in the Emerald City, the Quadling Country, and the Uplands – are dying out, and food is becoming scarcer. The farmers are ready to revolt, much to the displeasure of the rest of Oz.

The Uplands and subsequently the Upper Uplands have relied heavily on food from Munchkinland. But now that the crops are coming few and far between, prices have risen, and even the wealthiest are bargaining to do something about it. All around the Emerald City, a war is boiling into being – not just a civil war within Oz, but also with the Vinkus.

There is only one place where the conflict has to be dissuaded – Shiz University – where not just Glinda’s daughter is headed, but also where a mysterious Arjiki, the daughter of the new leader of the Vinkus, is going to learn sorcery. The two girls, with the help of a coagulation of students who are Quadlings, Winkies, Munchkins, and of the upper class of the Emerald City, must work together to help Oz. But in so doing, they will uncover secrets about the country’s past, and learn that the facts about what they believed was true could have been changed to support the public’s propaganda machine. And two very different girls will learn they’re not as different as they believed.
