1. this is in the context of your NO.7217/CMPGRC3/2006/GAD dt. 05.8.2006

please refer -
a) no.34388/B2/06/H&FWD dated 20.09.06 of the secretary health and family welfare
b) my letter No.0610F/Pen/ dated 13 october 2006 addressed to the health secretary copy of which is enclosed herewith.

2. there has been no definite response one way or the other from the authorities in respect of the no-liability/liability certificate or on the matter of the encashment of my earned leave till date. My request for a copy of the letter of the prinicipal medical college thiruvananthapuram on the matter has also fallen on deaf ears.

3. The long and short of it is that penalising me for my not appearing for the examination, is not at all a viable proposition and the concerned officials are aware of it. Incidentally this excuse was invented after about one year of my request for the NLC; the medical college principal simply is playing for time !

4. the fact of the matter is that the NLC is being with held for the simple reason that the authorities, even after all these years, are still under the illusion that the gang of plain clothes goondas from the police ( it is a policeman who calls himself cbi "officer" and his stooges from other spy net works like the "special branch" ) and their hired thugs let loose on me, will be able to subdue me and annihilate me.

5. in the above context, i would like to make it clear to all concerned that any untoward incident, loss or damage that may ensue as a direct or indirect consequence of unleashing the rabid police men and their hired thugs on me will be the sole responsibility of the concerned police men, their cronies (including those from the medical education department) and the governments that employ them, and, that i will in no way, be responsible for any such consequences.

6. please note that this is not a complaint.

the gratuity sanctioned to me is with the treasury for almost one year now. the problem is that i need a certificate from the principal to draw the amount.

it is a very straight forward affair - either there is a liability which is to be deducted from the gratuity and i can draw only the balance or there is no liability and i can draw the full amount. but they wont commit one way or the other even after one year of my request for issuing the certificate. the motives obviously are ulterior.

incidentally the amount idling in the treasury includes the gratuity for my army service period as well.
