Deja vu...have we seen this before? Why yes, it's the standard guidelines for drawing a human head! This is a 3/4 view, so the vertical centerline is a little curved, and so are the eye and mouth lines. Veggie-poo has his head down and to the side, that's why.
Take note of the standard Dragonball face line (well, standard at the beginning, anyway). It's pretty much vertical at first, where you start waaaaay up from the eye line. A little before you reach the eye line, make a shallow curve from that point down to the mouth line. Using a STRAIGHT LINE follow the oval guideline down to the chin, and then back up for the jaw.
It's best to do the ear here, too. DB ears are kind of rectangular, and are a lot more detailed than most other anime ears. Remember, this is a 3/4 view, so the ear is inside the oval guideline a little. Its topmost point is, as usual, the eye line, going a little lower than the mouth guideline, then back up to it. Don't forget the line connecting the ear to the jaw line! That's an important part of the DB style. If there's a bone or a muscle, draw it. The jaw bone is no different.
Okay, different tactic. Hair next! Sorry to throw you off there, but it's just easier for me. You can do it now, or after you finish the rest of the face. Anyway...start at the vertical part of the face line on the left. It's pretty self-explanatory, and it's one of those things you'll get really good at so every doodle will soon have Vegeta hair (Duo with Vegeta hair is REALLY funny!). Do the outside line first, then go back and do the actual hairline. Starting in about the same place, follow the oval guideline a little, then come down to a point on the vertical centerline. Go back up, down, and around, connecting to the ear there to make a sideburn. Add those little hatch marks, too. They're more important in the DB manga, but they're in the anime some, too.
In DB, it's easier to do the eyebrows BEFORE the eyes, in order to capture that beautiful "Saiya-jin scowl". They're basically triangles set on the pointy end. Since this is a 3/4 view, the closer one will be longer and more horizontal than the far one. Add some hatch marks on the wide end if you want.
Let's do the eyes and the nose in the same step. The eyes are, well, triangles underneath the eyebrows. Not too complicated. Now, for the nose, do you see those little hatch marks between the eyes? Draw those. Two vertical ones between the eyebrows themselves (part of the scowl), and two horizontal ones right below them (where Veggie is wrinkling his pointy nose). Now, go on to draw the nose. Like I said, it's kinda pointy and comes almost down to the mouth line since Vegeta is looking down.
The mouth is pretty simple, too. It's a triangle with the wide end lind of aimed upward there on the right. *keep in mind, Vegeta does everything on his left! Smiles, smirks, laughs, winks, all facial expressions are all done on the right side of his face. So that means we draw them on OUR RIGHT SIDE!*
Now before we go on to finish this thing, see those lines up on Vegeta's forehead and below his eyes? You need those! If you wonder what they are, the ones by his widow's peak are lines where he's scowling, the ones over by his sideburns are the bones of his temples, and the ones under his eyes are where his cheekbones are. Like I said, in DB, draw everything.
Stick a body on there somewhere...I'm not going to go into detail about that simply because I'm sick of writing these tutorials... @_@ You can figure it out. Just pay attention to what's connected to what, and you'll get it.
