The state of Perlis was form during the Siamese occupation of Kedah. Originally, Perlis was part of Kedah but the Siamese declared it as an independent state. The first sultan of Perlis was Syed Hussain Jamalulail, appointed by the Siamese.
With the signing of the Bangkok Agreement between the British and Siamese on 9 July 1909, the British took control of Perlis. The first advisor to Perlis was Meadow Frost and lasted until the Japanese invasion in 1941. Similar to the other Malay states, once the Japanese withdrew from Malaya, Perlis was placed under the British Military Administration.
In October 1945, the British laid out the Malayan Union scheme before the British Parliament. Under the scheme, Pulau Pinang, Melaka and nine other Malay states were to be united under the Malayan Union. Sir Harold MacMicheal was then entrusted in obtaining the agreements from the Malay Rulers.
