for Kayak Rodeo Championships

Rules
Rules and regulations set at the Pre-Worlds 1998.
Rules and regulations set for the 1999 World Whitewater Rodeo Championships.

The Classes

K-1
There are no boat restrictions.
One single boat is to be used for the whole competition.
All competitors must wear a buoyancy aid and helmet.
Juniors must be aged 18 years or under at the time of the competition.

C-1
There are no boat restrictions.
One single boat is to be used for the whole competition.
Competitors must be kneeling and use a single bladed paddle.
All competitors must wear a buoyancy aid and helmet.

Open Boat OC-1
All competitors must wear a buoyancy aid and helmet.
One single boat is to be used for the whole competition.

Specifications:
The depth of the boat must be at least 14 inches in the middle 2 feet of the boat.
The gunwale line may not drop more than 3 inches from the centre of the boat's end.
Neither deck may exceed 22.5 % of the length of the boat.
Tumble home may not exceed 3 inches including gunwales and foam outfitting.
Floatation must be removable and attached only with cord.
Completely solid bulkheads are not permitted. Bulkheads with holes for knees are allowed.
There is no length restriction.

Squirt
Squirt boaters are to propose a scoring system and a specification criteria for squirt versus surface kayak.


Country

Representation
Competitors must hold a valid passport or be a citizen of the country they are representing.
Each country must select its own team.
There is an automatic invitation for the current World Champion in each class.

Maximum Team Sizes For Each Country
There is a possible total maximum of 40 competitors.

K-1 Surface Men - 6
K-1 Surface Women - 4
C-1 Surface Men - 3
C-1 Surface Women - 2
K-1 Squirt Men - 3
K-1 Squirt Women - 2
C-1 Squirt Men - 2
OC-1 Men - 3
OC-1 Women - 2
K-1 Junior Men - 3
K-1 Junior Women - 2

Wild Cards
Each country gets 8 wild cards with a maximum of 2 wild cards in any one class.

Official Class Status
To be considered an official class there must be a minimum of 8 paddlers from at least 4 different countries.
If there are insufficient numbers to make a complete women's class women are allowed to compete with the men.
If the totaI number of men and women are insufficient to make a class they compete seperately in the preliminaries but do not have a final.

Rule Changes
The IRC has the right to change any rule at any time with a 66% majority vote.

Voting Criteria
The number of votes a country has is based on the number of athletes at the previous world championships:

1-2 athletes: 1 vote
3-9 athletes: 2 votes
10-19 athletes: 3 votes
20 + athletes: 4 votes

Number of votes assigned to each country after 1997 Ottawa Rodeo World Championships:
CAN-4, AL-4, SUE-1, NOR-2, JPN-4, RUS-2, GBR-4, USA-4, NZL-3, RSA-2, FRA-3, CHI-1, CRC-2, ESP-1, SUI-1, HOL-1.


Format

Wave/Hole Riding
This event counts as 70% of the preliminary score.

Athletes are seeded in heats for the preliminaries based on their country ranking.
The run begins as the paddler crosses the main lateral of the wave and continues until the time limit or the competitor exits the wave.
Four 30 second rides, top three scores added together, make the competitors' score.

Squirt: to be decided.

Freestyle Through A Rapid
K-1, C-1 and Open Canoe can compete in the Freestyle Through A Rapid event.

This event counts as 30% of the preliminary score.

Combination scoring Hole Riding/Freestyle Through A Rapid
All competitors' scores in the Hole Riding event are added up and the average is taken (?H).
All competitors' scores in the Freestyle Through A Rapid event are added up and the average is taken (?F).

Assuming that DH is larger than DF, the fraction of DH/D is multiplied with
each competitor's score of the Freestyle event.
If DF is larger than DH, the fraction of DF/DH is multiplied with
each competitor's score of the Hole Riding event.

These transactions normalise the scores of both events.

All normalised Hole Riding scores are then multiplied by 70% and all normalised Freestyle Through A Rapid scores are multiplied by 30%.

Hole Riding and Freestyle Through A Rapid preliminary scores do not count in the finals.
Squirt does not compete in the Freestyle Through A Rapid event.

Tie Breaking
For K-1 and C-1 in the preliminary rounds, highest score for a single run of all runs in the hole will break tie.
If the tie remains after formula for the Finals' qualifying position, both competitors will advance to the Finals.

Tie breaking OC-1: the highest score for a single run of all four runs will break tie.
If the tie remains for the final qualifying position, both competitors will advance to the Finals.

Squirt: to be decided.

There is no tie-breaking formula for the Freestyle Through A Rapid event.

Tie Breaking In The Final
If there is a tie in the Finals for first place for K-1, C-1 or OC-1,
both competitors will have a 30 second Hole Riding run.

The best score wins.

The other competitor automatically places second regardless of their score in the tie-breaking round.

Competition Format
Preliminaries
Wave/Hole Riding and Freestyle Through A Rapid

AthIetes are seeded by preliminary results.
25% of the class up to a maximum of 20 and a minimum of 10 competitors will advance to the Quarter Finals.

Quarter Finals
Wave/Hole Riding only

Three 30 second rides, best two scores count.
Top 10 competitors advance to the Semi Finals.

Semi Finals
Wave/Hole Riding

Two 30 second rides, best score counts.
For K1 - All 10 do two rides, top 5 go to finals.

Finals
Wave/Hole Riding for title of World Champion

All 5 competitors do one ride, lowest scoring competitor is eliminated.
All 4 competitors do one ride, lowest scoring competitor is eliminated.
All 3 competitors do one ride, lowest scoring competitor is eliminated.

Both competitors left do one ride, the top scoring competitor is World Champion.

Judging

There are 8 judges, with one scribe assigned to each judge.
4 Technical and 4 Variety judges.
As each move is performed, the judges verbally give a point or word to their scribe who records that number or ticks the box opposite the word.
The judges should be close enough to confer, if necessary, but far enough away to not to hear each other as they call scores to their scribes.

The Variety judges score the Style points.

4 Technical judges - the high and low score will be dropped and the remaining two scores are added together.
Process repeated for Variety judges, but the average of the two best Variety scores is taken.
The Technical score is then multiplied with the Variety score and the Style score ( Refer to Scoring Rule )

Point Scoring Moves
Scoring starts when the paddler crosses the main lateral of the wave.
No points for window shading.

4 points
Moves are scored as 180 degree direction changes with three levels of verticality :
Flat: 1 point
Elevated (45 degrees or more): 2 points
Vertical (70 degrees to 110 degrees): 4 points


Scoring Format - Technical And Variety

Variety Technique Move Description
0.25 1 Front Surfing Established on wave at anytime.
0.25 2 Back Surf Established after a change of direction.
0.25 1 Flatspin per 180, 0.25 only for 2 consecutive linked ends.
0.5 3 Shuvvit 180 spin both directions 1 point for each end, the ends must be linked
0.25 2 or 4 End  
0.5 2 or 4 Pirouette per 180° +1 point
0.75 3 Clean Spin Full 360 with max 1 paddle stroke
0.75 4 Super Clean Full 360 with no paddle strokes
0.75 2 or 4 Blunt 45° Elevated cross grain, green wave spin, clear of the foam pile
0.75 2 or 4 Cartwheel L&R 2 ends both greater than 45° initiating from either end
1 10 or 12 Splitwheel Two ends, at least one vertical, and one elevated (lft/rght or rght/lft) bow or stern
1 8 Aerial Blunt Blunt where boat leaves water at some point
1 12 Loop front or back linked end, one upside down, one right side up
1 2 or 4 Clean Cartwheel One stroke cartwheels, right or left, off bow or stern, 1 variety point
1 10 - 20 Trophymove  


Style Score
This is a subjective score given by each Variety judge following each run.
0, 5 or 10 points are allocated for each ride which results in multiplication of the total score of this run by 1.00, 1.05, or 1.10, respectively.

The emphasis is on:
Boat control, timing and rhythm.
Use of the wave (more points are given for using all features of the wave/hole).
Artistic impression, choreography.


Freestyle Through A Rapid Event Format

Competitors will start in the left eddy above the wave.
The run will be considered complete when 2 minutes are over or when the competitor passes a point set by the course designers of the event.

A team of course designers will establish the course and reveal it the morning of
the Freestyle Through A Rapid event.
No practice runs will be allowed after the course is revealed.

The team of course designers will be rodeo paddlers who are not competing in the event.
The team will consist of not less than 1 male, 1 female, 1 K-1, 1 C-1, and 1 Open Canoe boater
(or comprise to the closet possible formula).
The course designers will set up 4 sections.

The Hole Riding scoring system will be used with the following additional moves:
Rock Splats, Rock Spins, Wave Wheels and Mystery Moves.

8 judges (4 Technical and 4 Variety) will judge the whole event.
Technical judges will judge up to a maximum of technical scores for each of the four sections.
Variety judges will judge over the course or time (2 minutes as above).

Examples of specific moves in Freestyle that are transferred to the Scoring Format :

Protests and Disqualifications

If a country or an individual wants to lodge a protest for whatever reason
it has to be accompanied by a US$ 100.00 protest administration fee which is non-refundable.
The NZ Freestyle Kayak Committee will discuss the protest internally and its decision will be final.

The NZ Freestyle Kayak Committee as organiser of the event has the right to disqualify competitors if they show bad sportsmanship or unruly behaviour.
