WAIVERS/INSURANCE

37. While waivers signed by parents/guardians are not usually required for most scouting activities, Scouters must keep parents/guardians fully informed on the nature of those activities. Permission slips are required for all youth unaccompanied by their parent/guardian during activities conducted outside the section's regular meeting place.

38. All members (Scouters and youth members) registered with Scouts Canada are covered by the National Indemnity Insurance Policy which provides benefits for death, dismemberment and dental accidents.

39. All registered members and adults working on behalf of scouting (including members of Group Committee and parents helping out) are provided with complete liability coverage under the National Comprehensive Liability Policy.

40. Scouting's insurance DO NOT cover medical expenses. This coverage is available through OHIP and is the parent's or guardian's responsibility. Parents/guardians should be made aware of this by Scouters. Scouters should also ensure that parents/guardians are aware of the need for extra medical insurance during out of province trips.

SCOUTERS (LEADERS)

41. Each Scouter is required to complete and submit to Group Committee a leader registration form supplied by Scouts Canada. As part of the interview/registration process, new prospective leaders must agree to a personal interview by the group committee, provide 3 references (who must be called - see the leader form) and provide documentation for a police check. Once the registration process has been completed with the Group Chair signing off and verification received from Regional Headquarters that the police check has been completed, new leaders may then be invested. Prior to being invested new leaders are NOT entitled to wear the Glen Cairn necker.

42. When a Scouter is registered for the first time, he or she is entitled to reimbursement of 50% of the cost of a basic uniform, hat, neckerchief, badges and leader handbook. When the same Scouter registers for a second year he or she is entitled to reimbursement of the other 50% of the uniform cost. Payment will be made from Group Committee funds. Replacement for any uniform component for any leader previously funded, shall be paid in full.

43. The Group Committee may, from time to time, advance full funding for uniforms and books in cases of financial hardship, if recommended by the section senior Scouter.

44. The Group Committee will pay the costs of Scouter's training courses/sessions provided that the particulars are presented to Group Committee and approved in advance. Scouter training is an integral part of the Scouting program, and as such, is to be considered a funding priority.

DISCIPLINE

45. Discipline, including attendance, within sections is the responsibility of Scouters. Close consultation with parents on problem youth members must be maintained to avoid the accusation of over-reaction or unfair treatment.

46. Suspensions of up to three weeks are the prerogative of the Scouters.

47. Longer suspensions or dismissal must be approved by Group Committee. (See paragraph 20 regarding reimbursement of registration fees.)

48. Accusations of inappropriate behaviour by Scouters, including elected members of Group Committee must be reported immediately to the Chairperson of Group Committee, or if the accusations relate to the Chairperson, the Partner Representative.

49. These operating policies will be distributed annually to all Scouters and can be amended only by approval of the Group Committee.

50. These operating policies were updated and approved at a 1st Glen Cairn Scout Group Committee held on May 6th 1999. The last major update was approved on May 5, 1994, which at that time superseded "OPERATING POLICIES Glen Cairn Scout Group Committee" (February 2, 1984).G. Draft Policies

The following draft policies cover outstanding issues which could not be included at the time of the last revision to the Operating Policies. At the time of that revision, a commitment was made to develop policies during the 1994-95 Scouting Year. First drafts of these policies are included for discussion purposes only, and will be subject to approval by Group Committee. Comments on these draft policies is encouraged.

TRAINING

1. All registered leaders must take Gateway course in first three months.

2. All registered uniform leaders are urged to take Woodbadge 1 for their level, as early as possible in their first year.

3. A minimum of one section leader (usually senior section leader) should have, or take, Woodbadge 2.

4. All group committee members are encouraged to take Group Committee Workshop training.

5. Specific leaders may from time to time be required to take training within a fixed period of time, if recommended by the Partner, or by the Group Committee Chair.

COED POLICY

6. Certain specific sections at each level are designated coed sections.

7. A coed section must have, as a minimum, two male and two female registered leaders.

8. Any overnight event undertaken by a coed section must provide for segregated sleeping accommodations, by means of separate rooms, or separate tents. A minimum of one leader from each gender must be at the event at all times, if the event is in fact attended by youth of both genders.

9. Any harassment of youth based on gender is grounds for immediate suspension, either for youth or leaders.

OUT-OF-REGION EVENT POLICY

10. The senior section scouter is responsible for advising the Group Chairperson, in writing, of the particulars of any scouting event which occurs outside of the National Capital Region. These particulars should include the names of all section leaders on the trip, an itinerary for the trip, and if possible, an emergency contact.

11. Scouting events outside of our Region, place the section in the position of being representatives of our region, province or country. Accordingly, both youth and leaders should establish clear, possibly even written guidelines on expected behaviour, agreed to prior to departure.

H. Equipment

A complete inventory of all Section and Group Activities will be compiled by the Equipment Manager and distributed annually. ANNEX A

OPERATING PROCEDURES FOR 99/00

Volunteers:

Group committee must have minimum 4 (Chair, Treasurer, Equip person & Partner rep)

At start of year need designated contact leaders in place for each section.

Youth Fees:

$50.00 - recommended that this be increased to $60.00 for 99/00.

- this includes provision of the Glen Cairn Necker (value $8.00) and the national Fee ($35.00 in 98/99)

3rd or more would be then at $30.00 each.

Neckers:

Purchased from Kathy Lester, Old Colony Rd - she needs notice in advance to ensure these are produced in time for November Investiture ceremonies. She charges $6.00 per necker.

Badges:

Necker badge - ensure supply provided to Kathy Lester

Flash - pass out to all members (free)

Facilites: See Group binder for copies.

Group Meetings - Have been held in the Glen Cairn Public Library Meeting room for the past few years. Free of charge but must be booked ahead of time. Usually first Thursday night of the month 7:30. Note start the year with a late August meeting in order to plan for registration then resume regular schedule afterwards.

Holy Redeemer Church - proposed that this facility be dropped in favour of moving the Monday night Colony D to St martin De Porres on Thursday nights.

Lock Up (equip storage):

Located in basement of Glen Cairn community Centre - provided free of charge by the city of Kanata. There is no agreement on file as of Apr 99. Equipment Manager has key.

Group Yearly Schedule:

Aug: 1st meeting (third Thursday in the month)

-ensure facility is booked

- decide on advertising (display ad in kanata Standard)

-ensure leaders from each section will be there to man the tables,

- ensure at least two or three people to do registration/take in money

Sept - Registration

Set out who will be going into which sections do not exceed 25 if possible.

Registration is set out on a Q-Pro Spreadsheet - when first cut is completed copies are provided to each section contact person.

Assign an Apple day co-ordinator

Oct - Apple Day must have a volunteer to co-ordinate on behalf of the group

Group registration must be in before end of the month. Youth and continuing leaders can be put in. New leaders must be interviewd and have refence checks done first. They can be submitted later.

Nov - Investitures - this has normally been done by the Group Chiar for the Beavers in recent years - Packs and troop may do themselves.

Make sure neckerchiefs will be ready and available

Dec - Christams Swim at wave pool

Book leisure centre - charge $2 per person. Group pays fee ahead of time
