I have written this via email to the chairman and commissioners of the ComElec. Hope they can respond to it and state their stand. We do not want the ComElec just to "stage polls" but rather to provide a clean and honest one. SAD TO SAY, THEY HAVEN'T RESPONDED. I WONDER WHY.

As mentioned below, if we do not know the exact precints... it would be very easy to fabricate and do some dagdag-bawas in favor of who knows who.

Dear ComElec Officers

Greetings!

To prevent DAGDAG-BAWAS and to show that ComElec is sincere with this... a complete list of precints (better if numbered), their exact location (region, metropolitan or province, town or city, barangay) and other pertinent details SHOULD BE PUBLISHED and made available to the public. The various poll-watching bodies will be able to use this information to protect the ballot count.

If there is a final list where the votes will come from, the ComElec and the people will be assured that no ghost votes other than those coming from these precints will be counted. Of course this will not prevent the so-called Ballot-Switching scheme, but that is another story. The main gist of this email is to prevent Dagdag-Bawas.

In the absence of such list, the people should be properly notified and a valid reason must be given. I believe that the Commission on Elections will indeed be able to deliver its role as the ultimate protector of our election system.

I will sincerely appreciate if you can respond to this email.

The COMELEC will be making available a precinct verification service for
this coming elections. We are still in the process of preparation. Please do
watch out for further announcements regarding this matter before the month
ends.

Ipapaalala ko lamang po na ito ay pangalawang liham ko na sa ComElec patungkol sa pangangailangan ng bayan ng kumpletong listahan ng mga presinto. Hindi ninyo nasagot ang una kong liham.

Siguruhin natin na ang Computerized Voters List (CVL) ay maayos at ang listahan ng lahat ng presinto (walang labis, walang kulang) ay lumabas na.
