Zamboanga City Pound Ordinance
What is City Ordinance 242?
City Ordinance 242 is the Ordinance establishing the Zamboanga City Pound and Providing the rules and implementing guidelines and penalties for violation thereof. This Ordinance shall be known and cited as the “Zamboanga City Pound Ordinance”.
What is a City Pound?
This refers to an establishment where stray animals running at large shall be impounded or confined. This is hereby established in the City of Zamboanga and shall be maintained uner the general supervision of the Office of the City Veterinarian.
What are stray animals?
This refers to any animal (dog, cat, monkey, and other animals) found outside the confines of owner’s residence such as streets and public places, not leashed and without any human companion.
What are the guidelines in the implementation of the City Pound Ordinance?
1. Stray animals will be captured by animal catchers and will be taken to the City Pound, San Roque for confinement.
2. The City Pound Officer shall advertise in the City Hall and in the Baranagay Hall a Pound notice for three (3) consecutive days.
How many days shall the animal owner/possessor of stray animal is given to claim their animals?
The owner/possessor of stray animals shall have a maximum period of three working days from the onset of confinement to claim their animals at the City Pound.
What are the requirements needed for animal owner/possessor in claiming the animal?
What are the Fines and fees that shall be paid by the owner/possessor.
A fine of Php300.00 per animal shall be paid by the owner of the animal upon claiming his animal.
The following fee shall likewise be paid to the Barangay Treasurer or the City Treasurer, as the case may be, by the owner of the animal depending upon the number of days of confinement:

Are impounded animals taken cared of?
Yes, animals that are impounded shall be fed at least once a day. Whenever necessary, animals shall be treated and/or vaccinated, whereby the expenses incurred in the treatment and vaccination shall be charged to the claimant upon discharge of their pets.
How are impounded animals disposed of?
1. Animals exhibiting clinical signs and symptoms of disease infection and other communicable diseases to man and animal shall be humanely destroyed at the discretion of the Veterinary personnel.
2. All unclaimed animals shall be disposed of upon the discretion of the City Pound Officer after three days of confinement.
3. The carcass of the destroyed animals shall be disposed of hygienically at the discretion of the City Pound Officer.
4. No carcasses of dogs shall be disposed of without prior authority of the City Pound Officer.
5. All unclaimed animals shall be sold through public auction.
What is a Barangay Animal Catcher?
Barangay animal catcher is a person designated by the Punong Barangay to conduct animal catching activities within the barangay.
What are the duties and responsibilities of the barangay animal catcher?
The Barangay animal catchers shall be authorized to impound stray animals found within the territorial jurisdiction of the barangay and shall be responsible for the temporary care of the animals in the temporary holding area, and to immediately make the necessary report to the City Pound Officer.
