Guinea - Société Nationale des Eaux de Guinée (SONEG) Renewal " Affermage" Contract – Water sector - Project Management Technical assistance project supporting the negotiation of the first renewal of the Guinea water sector "affermage" after its initial 10 year period. The project entailed developing an investment plan for 10 and 20 years, financial simulations of tariffs, operating costs and debt recovery, drafting new contractual documents including the "contrat d’affermage", "cahier des charges" and "contrat de performance". The work also included assisting the negotiations. (World Bank) |

Egypt - Public Enterprise Office (PEO) 1996 - 2001 Privatization of Egyptian Public Sector Enterprises - Project Management Privatization of five pulp and paper, two textile and a trade sector company. The project included developing a restructuring training program for three of the eight electricity distribution companies. After an inception mission the work involved carrying out a diagnostic and valuation studies, preparing privatisation strategies, company profiles, confidential information memorandum and bidding documents, soliciting investors. Morocco – Ministère de l’Énergie et des Mines 1995 - 1996 Étude du Plan de Développement Minier - Project Management This wide scope institutional reform assignment involved developing a comprehensive Mining Sector Strategy to revitalize the Moroccan Non-Phosphate Mining sector and increase investor interest and confidence. The work was carried out in three phases : A Diagnostic Survey including the assessment of the current status of a wide array of factors affecting the mining sector starting with evaluation of the geological/mining potential, the status of exploration by Government and Public institutions and the private sector completed by an analysis of strengths and weaknesses. This phase also included a review of the legal and regulatory framework and of the operations of the Ministry of Energy and Mines, its Mine and Geology Departments and regional branches, an analysis of the state of the system of claims and exploration permit management including backlog of titles applications; of the use of Information Technology within Ministry Departments; of human resources and social infrastructures in the mining sector; analysis of mining, environmental concerns and potential avenues of reform. The second phase involved the assessment of the local, regional and foreign market trends for the mining potential identified during the first phase of the study while the third phase included defining the Mining Sector Strategy, providing guidelines and reforms to the legislative, regulatory and institutional frameworks for the Mining Sector to attract private sector capital.
