Pickering, Thomas R. U. S. Undersecretary of State. On March 10, 2000, ordered the release of retired Peru Army Intelligence Service Major Ricardo Anderson Kohatsu, "one of Peru's most notorious alleged torturers" after he had been detained by the FBI. U. S. law enforcement officials had already arranged for victim Leonor La Rosa to testify. La Rosa had served with Anderson in army intelligence. In 1997 she was suspected of leaking a government plan to silence opposition journalists. "La Rosa told television journalists she was taken to army detention cells and tortured with electric shocks, raped, and beaten. Spinal cord injuries left her in a wheelchair." Her colleageue Mariela Lucy Barreto's headless and handless corpse was found in a ditch. La Rosa identified four intelligence agents, including Anderson, directly responsible for her torture. Quintero, Rafael Caro. Owned ranch in Guadalajara used for training Nicaraguan Contras. It was at Quintero's Guadalajara ranch that DEA Agent Kiki Camarena, and his pilot were interrogated, tortured and buried alive. Ramirez, Nestor, School of Americas graduate, Colombia. Soldiers acting under his command were photographed beating unarmed farmers participating in a peaceful protest. Soldiers then turned on cameraman Richard Velez, who was granted asylum in the U. S. after fleeing from death threats in Colombia. Ramirez Qintero, Gen. Ivan, former head of Colombia's 20th Brigade. Ramirez, called a "terrorist" by the US, responded in a May 24 interview with Radio Caracol that the US Central Intelligence Agency (CIA) had advised the brigade. CIA agents and US military people "were in Colombia, knew all about the state security organizations' intelligence systems, and now they criticize the actions of these groups," he said. "In the 1960s there was a permanent intelligence adviser, in the 1970s the CIA was there... I met all the CIA heads, until two or three years ago." Analysed Chiapas conflict, helped design counter-insurgency strategy in Chiapas with detailed plan to censor local media, secretly organize sectors of the civilian population, and conduct psychological operations against civilians. - Received instruction in the United States, then years later carried out operations against the EZLN in Chiapas. After his participation in Chiapas, sent to Oaxaca as the new Commander of the 28th Military Zone....Journalist Carlos Marin, stated in the journal, Proceso, on January 3, 1998, about the Army's plan for Chiapas since 1994: create paramilitary bands, displace the population, destroy the EZLN support bases...In addition to mentioning General Jose Ruben Rivas Pena as author of an "historical, sociological, economics, political and religious analysis of the conflict" in Chiapas. In that document the former Commander of the 31st Military Zone states that "it has been since the arrival of the Bishop of the diocese of San Cristobal de Las Casas, Samuel Ruiz Garcia, that the traditional values had begun to be disturbed, for the purpose, at first, of dignifying them, taking them out of their ignorance, povery and margination (sic). Regrettably, this change in indigenous values was seen to be directly influenced by the theologians of liberation..." Starr, Kenneth, aide to Smith at time of 1982 Casey-Smith exemption which exempted CIA from reporting to congress on any illegal drug trafficking the CIA might be engaged in. On May 7, 1998, Rep. Maxine Waters, D.-Calif., introduced into the Congressional Record a letter exchange in which CIA director William J. Casey engineered a legal exemption in 1982 sparing the CIA from a requirement to report evidence of drug trafficking by its assets. Since Casey agreed to report a laundry list of other crimes, the drug exemption was evidence that he was nervous about exposing clients' drug operations to U.S. law enforcement. Yet, in view of the second volume's finding of how deep the contra-drug operations ran, any competent journalist would have put the two facts together. - Tovar Trujillo, COL Orlando Elain (Colombia). School of the Americas Notorious Graduate, 1967. 1988 Implicatred in military operation in which 19 individuals were arrested and subsequently tortured. 1979, SOA Guest Instructor.
- Trotter, John C., Consultant on Guatemalan affairs for the American Security Council's film Attack on the Americas". The ASC is a private ultra-hawk U. S. military lobby whose visit to Guatemala in December 1979 began the Reagan camp's courtship of the Guatemalan right. Trotter had been manager of Guatemala City's Coca-Cola bottling plant franchise. Trotter has been implicated in the death squad murders of a number of workers and union leaders at the bottling plant and was removed from management by Coca-cola headquarters after an international union and church-led boycott of Coke protesting the situation at the plant in Guatemala. Trotter is also a director of the Guatemala Freedom Foundation, a pro-Lucas international lobby group founded by Roberto Alejos, which is more extrme than the Amigos del Pais organizagtion.
