"This is not your typical homicide," Sgt. Dave Stamp said. "It's sad that apparently there were people there who could have intervened and chose not to. Hopefully our investigation will determine why." No arrests had been made by Thursday night. The incident occurred about 8 p.m. Wednesday at the Ripley Arnold apartment complex after the victim got into an argument with one man and was attacked by several others, Stamp said. When officers arrived at the complex, they found the victim, identified in a police report as Donald Watkins, lying face down and unconscious in a pool of blood on a walkway. He was taken to Harris Methodist Fort Worth hospital, where he was pronounced dead about 1 a.m. Thursday. Stamp said Watkins was among a small group drinking outside the apartments in the 700 block of West Bluff Street when he and another man started arguing. "Apparently after the initial assault, our victim was knocked to the ground, becoming disabled," Stamp said. "For some unknown reason, several of the others standing by joined in the assault. Apparently it was a mob mentality." In what's often called "bum-bashing" or "troll-busting," homeless people are being attacked by gangs, usually made up of juveniles, with little motive other than contempt or for a thrill. A 50-year-old man friends identified as "Rusty" was bludgeoned to death early Sunday morning when a group of three or four youths woke him from his campsite at Alta Drive and Martin Luther King Boulevard. The county coroner, which didn't release his complete identity Tuesday, ruled the slaying a death by "massive blunt force trauma." An acquaintance of the victim said he had previously told her he had been assaulted on three occasions in March. The first beating, March 12, sent him to the hospital but the other two were not reported to police. Also last month, another homeless man was assaulted in the same area by suspects whose descriptions matched those who police believe were involved in the attacks, said homicide Lt. Wayne Petersen. However, detectives do not believe the suspects are connected to those who assaulted a 71-year-old homeless man in December. Arthur Cramer eventually died in March from injuries sustained in that attack. Those who work with the homeless say fights stemming from disputes or a theft are common among the city's homeless community, but not unprovoked gang attacks. "I've been working with the (homeless) population since '86, and I've never seen this here before," said Ruth Bruland, director of the city's MASH Village. Other cities, however, have experienced it. The Washington, D.C.,-based National Coalition for the Homeless counts 90 of what it classifies as hate crime murders of homeless people in 1999 and 2000. "If somebody would have asked me if this was a trend as late as 1997 or 1998, I would have said no. But since 1999? Yes," said Michael Stoops, director of community organizing for the coalition. "We were shocked by the numbers." Stoops said he has relied on news reports and information from local homeless shelters to come up with his figures, and acknowledged there's no way to know exactly how many such slayings occurred. "In the early 80s you'd hear about the occasional homeless person being set on fire in L.A. and New York City, but now it's happening in every city," he said. Denver provided for the most dramatic example when seven homeless people -- two of whom were beheaded -- were attacked and killed in 1999. Three people, all age 20 and younger at the time, were convicted in connection with one of the slayings. Six others remain unsolved. Stoops said the attackers in most cases tend to be males between the ages of 14 and 21. "People feel you can beat up and kill a so-called bum and probably get away with it because they have no family or money," he said. Stoops said when he visits high schools with a homeless person to do presentations, many are shocked to hear them speak. "They're blown away," he said. "Even if he is an alcoholic or whatever, the students realize this guy is a human being." Alondra Smith, program coordinator with the MASH Village, said the recent killings are particularly worrisome to older homeless people in Las Vegas. "These young people are preying on the weak," Smith said. While Stoops labels such attacks hate crimes -- and though one suspect in "Rusty's" death was described as wearing a white robe -- Petersen said detectives haven't discerned a motive in either slaying. A witness in Cramer's beating told police as many as ten black juveniles attacked him in his sleep at A Street and Owens Avenue, Petersen said. The latest attacks have been carried out by a group of white youth, possibly accompanied by a Hispanic or black person, he said. The victims in both instances were white. Smith said the homeless are also troubled by the fact the shelter's 250-bed inclement weather tent will be shut down on April 15 with the return of warmer temperatures. That means there will be that many more people on the street, she said. Homeless people who talked to the Review-Journal Tuesday blame the lack of shelter space for forcing them to sleep outside where they're vulnerable to attack. "It's a sad situation," said Melvin Davis at the MASH shelter. "The richest country in the world can't take care of its own people." Bryan Noah, a homeless man and editor of "Voice," a street newspaper, said he hasn't heard much concern expressed by other homeless people over the recent slayings. He said violence is just one of a number of fears and problems they have to deal with every day. "Most are worried about the tent closing. BAND OF TEENS SOUGHT IN FATAL SLAYING OF HOMELESS MAN FWD Associated Press - April 02, 2001 at 12:17:04 PDT LAS VEGAS (AP) - A band of teen-agers was being sought Monday in the fatal beating of a homeless man who had been assaulted repeatedly in recent weeks, police and an acquaintance said. The 50-year-old man was the second homeless person beaten to death recently in Las Vegas. Lt. Wayne Petersen said the man apparently died of blunt force trauma. His name was not released. The same homeless man had been treated at nearby University Medical Center in Las Vegas after being beaten March 12 by three or four teen-agers, police said. A resident in the area reported hearing shouts early Sunday and saw three or four males walking away, police said. One was described as wearing a long, white robe. A woman who said she often talked to the slain man at a bus stop in the area said he also was assaulted by three teen-agers last Monday and Wednesday. Deanna Sawyer said she knew the man as "Rusty." She said he told her he didn't know the reason for the attacks, but believed the same teen-agers were involved each time. Another homeless man, Arthur Cramer, died last month after he was assaulted Dec. 27 by a group of 10 youths about a mile-and-a-half away on the city's west side. No suspects have been arrested in that attack. A nearby resident interviewed by Las Vegas police heard yelling just after midnight Sunday and saw three or four males walking from the area the body was found, Lt. Wayne Petersen said. One of the possible suspects was wearing what was described as a long, white robe, he said. Police found the victim in a desert area about 8 a.m. behind a business near Martin Luther King Boulevard and Alta Drive after receiving a report of a body there. He was killed from apparent blunt force trauma, Petersen said. The victim had been beaten March 12 by a group of teen-agers and was treated at University Medical Center, police said. Deanna Sawyer, an acquaintance of the victim, whom she knew as "Rusty," said the man was assaulted by three teen-agers Monday and Wednesday of last week as well. In each instance, Sawyer said, Rusty told her he believed it was the same teen-agers involved and that they were using sticks and other objects. She said Rusty didn't know the boys or what reason they had for attacking him. "They knocked the sense out of him each time," she said. Sawyer said she knew the man because she often talked to him while she was waiting for the bus in the area. "I have a 15-month-old son and he (Rusty) would often give him toys that he picked up," Sawyer said. "He was one of nicest, sweetest people you've met. He even handed me money once for bus fare." Police said the victim often slept in the area where he was attacked. His complete identity was unavailable. "She had six layers of clothing on and the fire only burned through four," said Sgt. Michael Tullio, a police spokesman. Anna Williams, 83, a sometime- resident of the Atlantic City Rescue Mission, was attacked about 3 a.m. Saturday near a bus stop. Two passers-by used their hands to extinguish the fire, which never reached Williams' skin. Williams pointed to a group of men, and the Good Samaritans flagged down police officers Sean Sutley and Daryl Dabney, who arrested one of them minutes later, Tullio said. Todd Mossman, 18, of Ventnor, was charged with aggravated arson and aggravated assault. He was being held yesterday on $5,000 cash bail. "I thought I'd heard everything, but this is absolutely senseless," said Tullio. "It's one of the most depraved things I've seen in my 22 years on the department." Williams lived at the rescue mission for a period during February and March but left on her own, president William Southrey said. "She had a gambling problem, and she said she'd been living on the streets. She couldn't remember her last address, and she didn't have any emergency contacts," Southrey said. Such attacks are not unusual, he said. "So often, it's made to look like the homeless are the aggressive ones," Southrey said. But in the past two weeks, police have learned that Biggs lived for two or three days after he was hit, lying on a car hood in a southeast Fort Worth garage, his body trapped in the windshield. Despite Biggs' pleas, police said, the driver refused to help and left him to die. Afterward, the body was dumped in the park. "I'm going to have to come up with a new word. Indifferent isn't enough. Cruel isn't enough to say. Heartless? Inhumane? Maybe we've just redefined inhumanity here," said Richard Alpert, a Tarrant County assistant district attorney. What happened to the 37-year-old Biggs, police said, was not a simple case of a driver's failure to stop to help an injured man. It was homicide, they said. "If he had gotten medical attention, he probably would have survived," traffic investigation Sgt. John Fahrenthold said. Investigators said the youths, who both reside in Koto Ward, have admitted forcing 64-year-old Yasuoki Higashi to jump into a deep part of the river and said they didn't care if he died because "homeless people were no good as humans." The six-woman, six-man jury announced their "not guilty" verdict after just three hours of deliberations. The trial had lasted almost four months, and involved over one hundred witnesses. On the evening of September 5, 1999, Jean-Pierre Lizotte was arrested by Constable Stante and his partner Constable Sylvain Fouquet (who was never charged) outside the Shed Cafe on 3515 St-Laurent Boulevard. The Shed Cafe is a trendy, expensive bar-eatery on a gentrified stretch of St-Laurent, north of Sherbrooke Street, that is dominated by high-priced restaurants, boutiques and bars full of nauseating yuppies and Euro-trash wannabies. Lizotte was allegedly causing a disturbance. The police were called, and with the help of bar bouncer Steve Deschatelets, Lizotte was beaten and eventually thrown into a police van "like a sack of potatos" (to quote a civilian witness at the trial). During the scuffle, Lizotte was held immobile by a "full-nelson" by the bouncer, and was punched in the face "at least twice" (according to Stante's own testimony). Stante claimed that he was kicked, while other witnesses claimed that Stante excessively beat Lizotte, leaving behind a pool of blood. Lizotte immediately lost feeling in his legs, and was taken to the hospital. A few hours later, hospital doctors diagnosed Lizotte as being paralyzed from the neck down. He died in hospital more than one month later due to bronchial pneumonia caused by severe spinal cord injuries (according to the coroner). However, the police did not reveal Lizotte's death, as required by law, until 53 days later. Stante and Deschatelets were not charged until more than six months after Lizotte's death. [Deschatelets is still due to face the same charges of manslaughter, aggravated assault and assault causing bodily harm, in addition to simple assault, later this fall.] Stante, 35, will return immediately to "administrative duties" with the Montreal Police, according to Police Chief Michel Sarrazin. Meanwhile the head of the Montreal Police Fraternity, Georges Painchaud, declared after the verdict that he was "happy that this painful moment ended in a satisfying manner, as much for justice and society as for Giovanni [Stante] and his family." However, in light of a recent report, a new category may someday be added to the list of protected characteristics: homelessness. In "A Report of Hate Crimes and Violence Against People who are Homeless in the United States," the National Coalition for the Homeless has documented 66 violent hate crimes directed against homeless people last year in 42 cities. No one seems to know how long she had armed herself, but the reasons seem obvious: Her bedroom was a vacant lot across from Fairmount Park. She was vulnerable. She might have had some trouble before. The tiny, feisty lady known as "Little Bit" had been a fixture on Riverside's streets for years. She was a loner who passed time drinking beer or sitting on a park bench reading a book. But recently, Little Bit had asked acquaintances to sleep closer to her. "Maybe she had some intuition that something could happen," said John Carter, 49, a homeless friend who had known her for four or five years. Two weeks ago today, on a bright Sunday morning, Little Bit was found in her bed in a pool of blood in an encampment in dense trees. Police said she had been beaten to death with a blunt object, but declined to be more specific. Coroner's officials have identified the 59-year-old woman but have not released her name because they have yet to find any relatives. "All women are vulnerable, and when someone is homeless, they're only more vulnerable," said the Rev. W. Clarke Prescott of All Saints' Episcopal Church in Riverside, which houses the REACH program for the homeless. When Joshua Langenheim, 19, gets out next year after three months, he will be on home arrest and working off the second part of his sentence - 150 hours of volunteer work with the homeless. Mallard was sentenced to 10 years for tampering with evidence. Her sentences will be served concurrently. She was not fined for either conviction. Under Texas law a person must serve half the term before becoming eligible for parole. (rest of story on above link) Back to Top Harsher penalties sought for attacks on homeless http://makeashorterlink.com/?I26D525C5 By Eric Ferkenhoff, Globe Correspondent, 9/2/2003 CHICAGO -- The first two hours of the videotape found during a routine traffic stop Aug. 14 by Chicago police are unremarkable. The tape shows four teenage boys driving around, smoking marijuana, honking at girls, and pretending to be rap stars. Kid stuff. But just before the tape ends, police said, it shows the teens pulling up to a homeless man and asking for a lighter. The man digs in his pocket to find one, but is quickly overtaken and pummeled by the youths as the camera rolls. The tape next shows them punching and stomping a second homeless man. Then another. And another. One of the men was sleeping on a bench when he was attacked. "It's sick," said Les Brown, policy director for the Chicago Coalition for the Homeless. "The viciousness of it. What's making kids or anybody do this kind of thing?" Police tracked down three of the four homeless men, who denied the teens' claims that they had agreed to be beaten as part of a documentary. All of the teens have been charged with felonies. Homeless advocates like Brown said the attacks, while disturbing, are nothing new for the 800,000 people who the National Coalition for the Homeless estimates are without permanent shelter on a given night. And they are stepping up efforts to get states and the federal government to study the violence and to designate attacks against homeless people as hate crimes -- which would result in much stiffer penalties."
