CLOSE THE SCHOOL OF THE AMERICAS
The School of the Americas have
been training Central American
militaries in torture tactics.
Those trained at the SOA have
murdered and tortured men, women
and children in El Salvador,
Chipias (Mexico), Guatemala
and other places in Central America.
Protesters will be back at Fort
Benning, GA
at the SOA again this fall.
Over 7,000 protested last year, with 2,300
crossing the line. Write your
elected officials urging the passage of H.R.
732 in the US. House of Represenatives,
and S.873 in the
US Senate, the bills to close
the SOA.
BOYCOTT TEXACO OIL
Texaco Corp. drills oil in the Ecuadorian Rainforests, leaving a a toxic mess along with a swarth of deforestation.
UNOCAL in League with Burmese
Military Regime.
UNOCAL is a partner in Burma's
Military Dictatorship.
They are constructing a pipeline
of natural gas, cutting through
dense tropical forest and the
cultural heart of the Burmese people.
The regime, SLORC (State Law
and Order Restoration Council) is
a partner and is responsible
for project "security".
This venture is linked to all
sorts of human rights violations,
including forced labor and crackdowns
on pro democracy movements.
SLORC's Myanmar Oil and Gas
Enterprise, a 15% partner in the
pipeline venture, has laundred
hundereds of millions of dollars
in heroin money.
In 1988, a democracy movement
gained widespread
support. The demonstrators were
gunned down by SLORC.
Two years later, SLORC allowed
elections. The National League
for Democracy won 82% of the
vote, but the SLORC nullified
the elections. They placed the
elected president under house
arrest and tortured and imprisoned
her supporters.

forest, has been accepted by MAXXAM.
Activists are organizing to
keep pressure on the government not to
cave in to the logging company,
and on Pacific Lumber to respect
the environmental safeguards
built into the deal.

Hemp has many uses including
paper, fuel, plastics, food, building materials,
clothes, and other products. Hemp is currently illegal in
the U.S. because it resembles marijuana.
Industrial hemp has a very low
amount of THC, the psychoactive chemical in hemp.
Hemp is a member of the Cannibis
family. It resembles marijuanna but one cannot get high from it. One acre
of hemp can produce 4 times as much paper
as one acre of trees. Legal hemp means less trees cut down.Hemp fuel does
not produce air pollution. Hemp is good for the planet.

NO ARMS FOR TORTURERS:THE LEAHY LAW
None of our tax dollars should
go to foriegn military or police units if
the Secretary of State has "Credible
evidence" that they are committing
human rights violations.This
is a common sense provision. The US
should never arm torturers.The
Leahy Law is very narrow. It
cuts aid to specific units,
not countries.It is under attack by US
arms exporters who fought vigorously
over the
armored personel carrier sale
to Turkey last year -
and lost. There is a good chance
that they will
strongly oppose it this year.

Environmental Group Attacked in Mexico
Environmental defenders throughout the world have faced persecution and Human Rights abuse. Now Amnesty International USA and the Sierra Club have launched a campaign to defend the defenders.
In partnership with the Sierra Club, Amnesty International USA has recently launched a major campaign on Human Rights and the Environment directed by AIUSA's Ellen Dorsey (formerly head of the National Field Program). Already there have been important victories as Cambodia released two human rights defenders who had opposed the dumping of toxic wastes and Russia backed away from prosecuting Grigory Pasko, a military journalist who had revealed the dumping of wastes by the Russian Navy in the Far East. We are excited about the potential of bringing together grassroots human rights and environmental activists as we realize more and more that thesecauses are powerfully interrelated.
Now, in Mexico, another campesino has been killed by government troops and two environmental defenders have been beaten, imprisoned and possibly subjected to electric-shock torture. Members of the Organization of Environmental Campesinos of the Sierra de Petatlan and Coyuca de CatalAn (OCESPCC), the two defenders and other community members were attacked by government troops in Guerrero state. Bartolo Sanchez Ortiz was killed, and Rodolfo Montiel Flores, a founder of OCESPCC, and Teodoro Cabrera Garcia, were captured and beaten. OCESPCC was created last year due to rising concerns by campesinos over logging and land rights issues. Under the Leahy Law, the unit involved in these events should be strictly prohibited from receiving any US foreign assistance or participating in joint exercises or training with US forces.
Guerrero state has been the object of fierce counterinsurgency campaigns by the Mexican Army which have resuited in the arbitrary detention, torture and ill treatment, extrajudicial execution, and "disappearance" of members of grassroots organizations. Such attacks continue unabated and the human rights violations are left unpunished.
Talking Points
-I understand that several members of the campesino environmental organization OCESPCC were attacked by Mexican troops recently in Guerrero state. One was killed and two others were apparently beaten, imprisoned and possibly subjected to electric-shock torture.
-As you know, torture is widespread in criminal investigations and counterinsurgency operations
in Mexico.
-I believe that the United States should strongly protest these actions and call for an immediate and impartial investigation into these events.
-The United States should also ensure that the Mexican Army unit involved, the 40th Infantry Battalion, is prohihited from receiving any US aid under the Leahy Law until the specific culprits are identified and brought to justice.
