Welcome to the ACTUAL DOCUMENTS site.
As is brazenly posted across the top of each of the following pages, I have taken these pages from a site that was called INTERNATIONAL TRADE LAW. I have tried several times to access that site again but it seems they have gone off the air. These pages are the 1993 agreements written back while the whole stupid mess was still called the GATT. The contents have apparently changed somewhat since then and can be found on the WTO site. What you find here will probably suffice until then.
Considering the fact that these agreements were intentionally written so vaguely (read them - you will see what I mean) I doubt it would be in the principal crafters' interest to make the damn things any more specific. By this I mean you are probably quite safe in using the documents as they appear here and still be well on the way to being correct in your interpretations.
If you need help digesting the AoA and the SPS, then just jump over to the ever incredible Guide to the AoA right here on this site! These agreement files are large so it may require a bit of patience when accessing them. Like the guide to the AoA I have set them up so that if you save all the files TO THE SAME FOLDER ON YOUR HARD DRIVE then you can move between them offline using your browser (working offline is much faster than online...unless of course you have an ethernet/cable communication system).
I have inluded what I think are the most important aspects of WTO. The reason I include Trade Related Investment Measures (TRIMs) is that, especially in Southeast Asia, the focus is on creating opportunities for small and medium enterprises. This is pulling the focus of government away from the small farmer. TRIMs is one tool in making it that much easier for these 'SMEs' to get a foot in the country. WTO does not act alone. APEC is heavily focussed on liberalized investment (as is ASEAN for that matter) and Thailand is without a doubt the Southeast Asian trailblazer on this trek! TRIMs of WTO complements the Individual Action Plans of APEC members (written following the Manila Action Plan of APEC [MAPA]) which, together, are working to force open trans-national investment and as a result are whittling away any sovereignty Southeast Asia ever had over its food.
These measures focus essentially on facilitating trade and investment and on making the conduct of business in the region easier, cheaper, faster, more predictable and transparent.-Quoted from "Introduction to MAPA" as found in the APEC website
