Though he's the Kyoukuchou, he plays a relatively minor role in the series and is often seen to be overruled by Hijikata. He's much more tolerant of the errant Tetsunosuke as well as Souji's childish antics. He is, however, more willing to take risks than Hijikata. Take for example Episode 1, where Tetsu asked to challenge Okita. If Hijikata had been the one Tetsu deciding, Tetsu would never have fought Okita. However, Kondou allowed Tetsu to fight Okita, knowing full well that Okita would not go easy on Tetsu and that tetsu might die. As Kyoukuchou, he is very committed to the Shinsengumi.
