ECYPE
The Ecypeian Charter
We, the Ecypeian Nations – united in the spirit of brotherhood and friendship, recognizing the differences of our past, determined to build a better future, in order to promote international cooperation, secure the cause of justice and democracy, establish peace and tranquility, provide for the pacific settlement of disputes, prevent the sorrows of conflict and war, and seek to achieve better understanding, between ourselves and between other nations – have agreed to the present Charter, and do herby establish an international organization to be known as the Ecypeian Nations.
FOUNDING PROVISIONS
The Ecypeian Nations shall be a union of free and independent nations, joined in the spirit of brotherhood and friendship.
The purpose of the Ecypeian Nations shall be to promote economical, commercial, cultural, judicial and political cooperation between the member nations.
All member nations shall be treated as equals, regardless of the size of their territories or populations. No member nation shall be the object of censure for its form of government, as long as it is in accordance with this Charter; nor shall any member nation undertake warfare or armed conflict against other member nations.
THE ECYPEIAN COUNCIL
The Ecypeian Council shall be the supreme authority of the Ecypeian Union, and shall consist of all the member nations; and each member nation shall have one vote.
Each member nation shall appoint not more than six delegates to the Ecypeian Council, including the head of state or government and the permanent ambassador to the Ecypeian Nations.
Article 6
The Ecypeian Council shall have power to:
a) pass and amend all necessary legislation under this Charter,
b) establish institutions inferior to itself and cooperations between the member nations,
c) determine the contributions from the member nations to the treasury of the Ecypeian Nations,
d) grant to the expenses of the Ecypeian Nations the necessary amounts of money,
e) appoint and dismiss all officers of the Ecypeian Nations,
f) determine the host of the Ecypeian Games,
g) admit new member nations into the Ecypeian Nations,
h) amend this Charter.
Article 7
The Ecypeian Council shall meet in a regular annual session, and such special sessions as occasion may require. Special sessions shall be called upon the request of the President or a majority of the member nations.
Article 8
Each member nations shall appoint a permanent ambassador to the Ecypeian Nations.
Article 9
The President shall be the highest officer of the Ecypeian Nations, and shall preside over the sessions of the Ecypeian Council.
In case of the absence of the President, the same tasks shall devolve on the Secretary.
Article 10
The Secretary shall tend to the record of proceedings of the Ecypeian Council, provide the necessary documents and information for the delegates for their meetings, and tend to other administrative tasks which may be required.
Article 11
The offices of the President and the Secretary shall rotate among the member nations, such that the nation which have latest held the office of Secretary, shall next hold the office of President. The Ecypeian Council shall determine the order of rotation, and the term of each rotation shall be one year, beginning on January 1st.
THE ECYPEIAN COURT
The Ecypeian Court shall be the judicial authority of the Ecypeian Nations, and shall provide for the pacific settlement of disputes between the member nations and the citizens thereof.
The Ecypeian Council may obtain the advice of the Ecypeian Court or the Administrator thereof on legal matters.
The Ecypeian Council shall appoint an Administrator to tend to the administrative work of the Ecypeian Court.
MEMBERSHIP
Membership in the Ecypeian Nations shall be open to all nations, but to decide whether or not a nation shall be admitted, the following points shall be considered:
a) a democratic form of government,
b) a certain participation in Ecypeian institutions, cooperations and activities,
c) economical contribution to the Ecypeian Nations.
To decide whether or not a nation has a democratic form of government, the following points shall be considered:
a) democratically elected authorities through free elections,
b) freedom of expression, press and publication,
c) freedom of organization,
d) legal security and equality before the law,
e) the right to protection of privacy, property and family,
f) that no ex post facto laws must be passed,
g) that private property shall not be taken for public use without just compensation,
h) that cruel or unusual punishment must not be inflicted.
MISCELLANEOUS PROVISIONS
a) motions of censure, instructing the member nation to correct its current practice,
b) suspension from the Ecypeian Council or other Ecypeian institutions,
c) suspension or expulsion from the Ecypeian Nations themselves,
d) military intervention to ensure and restore the compliance with the provisions of this Charter.
Expulsion from the Ecypeian Council or military intervention shall not be used unless it be imperative, and not without the concurrence of two thirds of the member nations
The Ecypeian Council shall appoint a Treasurer to tend to the treasury of the Ecypeian Nations, and collect the contributions from the member nations to the same.
This Charter shall be supreme law of the Ecypeian Nations. The Ecypeian Council shall have power to pass amendments to this Charter, but no amendments shall be passed without the concurrence of all the member nations.
Upon the establishment of this Charter, the Charter of the Union of Ecype, adopted on June 29th 1992, with later amendments, shall come out of force and be replaced by the present.
Done in convention at Rosengåva, Cocanga, on the nineteenth day of December, in the year two thousand and three; in witness hereof, we have hereunto subscribed our names.
