The Contraceptive Self-Reliance or CSR Project was initiated by the Provincial Government of Pangasinan, under the leadership of Gov. Victor Agbayani,  in reponse to the impending withdrawal of Family Planning commodities given for free for the past three decades by the USAID . This project was conceived to assist the provincial and selected municipal/city governments strengthen their capability to provide contraceptives to all men and women who need them, when they need them and where they need them.
