OTRADEV support the small  scale fisherfolks quest for economic, political and social development. Development that is based on their right to equitable access to and control of  fishery and aquatic resources. Development that recognize their  rights to participate in all decision-making processes affecting them and the country's fishery and aquatic resources in general.

Laguna Lake Organizing Program (LLOP)


From 1980 to its phase out in 1997, 1980, the LLOP  focused on the unity of small scale fisherfolks of Laguna Lake and  their capacity to intervene on issues and decision making processes affecting the lake-dependent communities and its ecosystem. The LLOP's major program components were Organizational Development, Policy Research and Advocacy,  Capability Building,  Institutional Linkage Work and Development Education.
