Vol. 10, 2005 -- A Man Who Would Shake Up Science

Some images on the back jacket of Stephen Wolfram's
1,197-page tome, "A New Kind of Science," are familiar: a
splash of liquid, jets of gas, sea anemone, ancient mosaics
and mollusk shells.
Terrence Sejnowski, who directs the Computational
Neurobiology Laboratory at the Salk Institute for
Biological Studies in La Jolla, Calif., has found Mr.
Wolfram's work useful for designing computer simulations of
nerve cells and synapses. He has called Mr. Wolfram "the
smartest scientist on the planet."
Mr. Wolfram, who was born in Britain, published his first
paper on particle physics in 1975 at age 15, and obtained a
doctorate at Caltech at 20 (where Richard Feynman called
him "astonishing").
He won a MacArthur Foundation
Fellowship at 21, reshaped the ways in which complex
phenomena (like the movements of fluids) were analyzed
before he was 26, founded an institute for the study of
complexity at the University of Illinois, and then left
academic life and research science, starting a software
company, Wolfram Research Inc., in 1987. His main
commercial product, a program called Mathematica, has
become an international standard, used as a mathematical
tool by over a million scientists and students and
engineers in areas ranging from medical research to the
analysis of weather.
Mr. Wolfram has been very secretive, he has shown
his work only to a small circle of selected colleagues.
Gregory J. Chaitin, a mathematician at IBM Watson Research
Center in Yorktown Heights, N.Y., for example, who has read
the book, said in an interview that he was convinced of its
importance but anticipated controversy:
"Stephen has gone
out on a limb. He is proposing a paradigm shift. A new
twist on everything." It will take months, even years,
before all the thorough, independent professional
assessments are in, which should not be surprising given
Mr. Wolfram's undertaking.
As a colleague once put it, Mr. Wolfram has "stepped on a
lot of toes." Tensions arose in many institutional settings
before he set out on his own. In the early 1980's, there
was even a court battle with Caltech over ownership of
computer software designed by Mr. Wolfram. In addition, Mr.
Wolfram noted, when he began his work on complexity he
confidently expected others to follow through on his
suggestions; instead, he bluntly said, without his
leadership the field did "horribly, horribly."
His theory developed out of a series of elementary computer
experiments he conducted in the early 1980's. He was
examining the way simple computer programs can generate
shaded patterns on grids composed of square cells. A
computer would be given a row of cells, some black, some
white, along with a set of simple rules that determine how
succeeding lines of shaded cells are to be generated. Such
programs have been called "cellular automata."
Mr. Wolfram asserts, simple rules
actually lie behind the most sophisticated processes in the
universe. Indeed, the universe itself, he argues, is
generated by such rules. He presents an example of one
cellular automaton program that produces such sophisticated
patterns that it can act like a powerful computer. The
details are highly technical, but this automaton can
actually replicate other processes and patterns just as a
computer can be turned into a word-processor one minute and
a game machine the next. It has what are called "universal"
properties.

BILL WOULD BAN SPACE-BASED MIND CONTROL WEAPONS
Rep. Dennis Kucinich (D-OH)
introduced a bill in the House of
Representatives late last year that would ban weapons in space. But
while there have been many similar legislative initiatives in the
past, Rep. Kucinich's bill is distinguished by its unusually expansive
definition of "weapons."
Among the weapons that it would proscribe the new measure includes
"psychotronic" devices that are "directed at individual persons or
targeted populations for the purpose of ... mood management, or mind
control."

No explanation for this peculiar proposal was immediately available.

The Kucinich Bill was hailed by Citizens Against Human Rights Abuse,
one of a number of organizations of people who say they are victims of
government experimentation involving electromagnetic and other

"Cities and States Clamor to Be Bio Town, U.S.A."

TORONTO, June 10 � Michigan is spending $1 billion to create a "life sciences corridor." St. Louis bills itself as the BioBelt, while Hawaii boasts of its biodiversity.
Cities and states across the United States are committing billions of dollars to become centers of the biotechnology industry, just as they once tried to attract computer and microchip companies to emulate Silicon Valley.
"This used to be a bicoastal phenomenon," said Walter H. Plosila, a vice president of the Battelle Memorial Institute, a technology research and development organization in Columbus, Ohio, referring to the fact that most biotechnology companies are on the East and West Coasts. "But clearly you're seeing bioscience as a much bigger focus across places that people wouldn't think about."
The recruitment of biotechnology companies reached a fever pitch at the industry's annual convention here. And, with the conference this year being held outside the United States, it seems the fever, and the sloganeering, has spread internationally. The Netherlands has its Bio-Delta; Switzerland has the BioAlps near Geneva and Basel's BioValley; Singapore claims to be "the Biopolis of Asia"; and even Saudi Arabia is laying plans for Jeddah BioCity.
In the United States, 41 states have some program aimed at spurring development of the life sciences, according to a survey last year by Battelle for the Biotechnology Industry Organization, the trade group that is sponsoring the convention. At least 16 states are spending part of the money they received from the tobacco lawsuit settlement on items like research and commercial development.
For BIO, as the trade group is called, the efforts mean more than money. "It extends our political reach," said Carl B. Feldbaum, the group's president. In some states, industry leaders are fighting proposed restrictions on therapeutic cloning or genetically engineered crops by arguing that such legislation would make the state inhospitable to the industry.
The reason for the state interest is clear. Biotechnology is perceived to be an industry of the future with high-paying jobs, especially now that the Internet bubble has burst.
"You go where the money is," the commissioner of the Tennessee Department of Economic and Community Development, Tony Grande, said recently.
But luring such industries will require new economic development strategies for many states, which have focused on attracting large factories like Nissan's auto plant in Tennessee, which employs nearly 5,000. "Now we're trying to make our incentives apply to companies that might be bringing in only 50 people," Mr. Grande said.
Still, officials in many states say the industry is in its infancy with many opportunities. Some say they will focus on specific niches, like agriculture for St. Louis, marine biotechnology for Hawaii and genetically modified tobacco for Kentucky.
Kentucky has been trying to lure academic stars to the universities by supplementing their salaries with its "Bucks for Brains" program. Wisconsin has directed that about $65 million of its public employee pension funds be invested in young life-sciences companies.
Perhaps the most prominent effort is in Michigan, which is spending $50 million a year for 20 years, or $1 billion, from the state's share of the tobacco settlement to nurture a life sciences corridor from Detroit to Grand Rapids. The money supports academic research and commercial development. Douglas Rothwell, president of the Michigan Economic Development Corporation, said 22 companies had either started up or moved to the state last year, up from almost none before the program began a few years ago.
One company, Asterand, which supplies tissue samples for biomedical research, set up in the middle of Detroit at Wayne State University, from where burnt-out buildings are visible.

From the horse's mouth, himself: GW Bush Asks Congress for $90 billion for B-2 bombers, and then immediately declares the following statements at the Citadel Military University of Charleston, SC:
Paul D. Wolfowitz, the deputy secretary of defense, ... also an outspoken advocate of the B-2 before joining the Bush administration, ... might be willing to support buying more planes if a strong military and economic case could be made for them.
On Tuesday [Dec. 12, 2001], President Bush [gave] a major address on the war at THE CITADEL, in CHARLESTON, S.C. ... his advisers said [he] would reprise some of the themes of a 1999 campaign speech at the same school [Citadel]. In the earlier speech, Mr. Bush praised "long-range aircraft" capable of striking with "pinpoint accuracy," code words, the speech's authors said, for the B-2 bomber.
The fight over the B-2 in many ways exemplifies the issues Mr. Rumsfeld is grappling with as he tries to reshape the armed forces for new kinds of conflicts in the ... cyberwarfare and proliferating chemical, biological and nuclear weapons.
Advocates, who include Andrew Marshall, a senior civilian analyst at the Pentagon and close adviser to Mr. Rumsfeld, maintain that radar- evading bombers like the B-2, which are capable of delivering satellite- and laser-guided bombs, are necessary to maintain ... future conflicts. "
Mr. Bush's speech at the Citadel on Tuesday was, in many ways, a reprise of a 1999 address on military policy that he delivered there as a presidential candidate.
"For the good of peace, we're moving forward with an active program to determine what works and what does not work," Mr. Bush told a cheering crowd of cadets. "In order to do so, we must move beyond the 1972 Antiballistic Missile Treaty, a treaty that was written in a different era, for a different enemy."
The treaty allows either signatory to withdraw with six months' notice. If Mr. Bush goes ahead with his announcement this week, it would mean that the administration would be free to conduct any type of test it wants by mid-June. The Pentagon plans to start construction on silos and a missile defense command center at Fort Greely, Alaska, in late April or early May.
Senator Joseph R. Biden, Democrat of Delaware and the chairman of the Foreign Relations Committee, issued a statement Tuesday evening warning that "unilaterally abandoning the ABM treaty would be a serious mistake. The administration has not offered any convincing rationale for why any missile defense test it may need to conduct would require walking away from a treaty that has helped keep the peace for the last 30 years."
