PACE Local Union Members at Conoco Facilities in Denver, Colo., and Billings, Mont., Ratify Contract Agreement

Nashville, Tenn.—After several months of negotiations between the Paper, Allied-Industrial, Chemical & Energy Workers (PACE) International Union and Conoco, Inc., local 5-477 union members in Denver, Colo., and local 8-470 members in Billings, Mont., ratified their local agreements May 1 and 3, respectively.

Both locations will receive the same economic, benefit and contract language items negotiated in the National Oil Bargaining Agreement.

Local issues had held up a contract resolution at the Conoco facilities in Denver and Billings. Local 5-477 workers in Denver retained their contract language protecting the integrity of their existing agreement. This included such items as retention of the arbitration procedure, job security language and seniority provisions.

“Our members have shown that if they stick together, they do not necessarily have to strike in order to get the contract provisions they need,” said PACE Region Seven Representative Ron Holloway. “They can stay inside the refinery, collect their paycheck and still win.”

Contract language concerning management rights was changed at the Conoco facility in Billings. The company has to talk with the union whenever it wants to implement new rules, procedures and policies. Past practice can be used to define the intent of language that has not been altered in the contract.

“The international and local union were able to get these contract changes in order to get ratification of a local agreement,” said Region Eleven Representative Steve Gentry.

“I am pleased that all three locations reached a settlement without the necessity of a strike,” said PACE Administrative Vice President Jim Pannell. “Hopefully, this exercise will develop a more productive relationship with the company.”

Conoco workers in Ponca City, Okla., ratified their contract in April.  The Lake Charles, La., refinery agreement expires this July.

PACE represents 132 workers at the Conoco facility in Denver and 182 employees at the company’s Billings refinery.

PACE International Union represents over 320,000 workers in the oil, chemical, pulp and paper, pharmaceutical, atomic, kaolin, auto parts and corn milling industries.
