Things went well for a few weeks. But slowly over time the government was falling apart. VampHunt took their job too seriously and people were not happy with it. People were getting hauled off to jail for things as minor as breaking glasses and arguing. The Mayor was getting stressed in dealing with disrespectful people and banned them from the city. The Zakoji on the other hand, were not present as much as suspected to should have been. Zepheros spent more time managing the city and helping Kaoru keep order than the ruling clans themselves.
Eventually, the chaos got so bad, people stopped coming. Neglect was as obvious as the green color in the spring grass. VampHunt stopped doing their part and Zakoji had little to no clue what was going on. Kaoru and Zepheros on the other hand, knew what WAS going on. They couldn't do much on their own, having no real ruling for themselves. Over the course of the next week, Kaoru begin to give up and was close to calling it quits. His presence as bartender and mayor was little if ever anymore.
This is where things changed. Zepheros of the Celarti had continued doing his job and hadn't noticed the neglect, being so busy with the upkeep of Tolijin. The course of the next few days began to stir his mind as a dying city was in his thoughts. He didn't see this happening and did not want it too. He put too much effort into the managment and overall role for the city to just give up now.
Being that VampHunt and Zakoji were never present, along with Kaoru being very sparse, he decided once and for all that change was a must. The next night Zepheros basically exiled anyone whom was remaining and in contact with the Zakoji or VampHunt, from the city. How this was done? Why show of power of course. As many rumors went around of a few that claim to have seen it, Zepheros displayed a show of negative energy to those that refused to obey his commands.
That being done, he slowly converted the few remaining that actually lived in the city, rather easily. They showed no resistance, as they too wanted change. The few guards, not corrupt, joined him as well. This was exactly what he needed, a force.
The next day came with much anger and confusion. Shigeru had returned hearing word of what had happened to Tolijin. Zepheros greeted him with a very cold attitude. He has lost respect for the leader of the Zakoji, basically abandoning what he created. Shigeru wanted an explaination and Zepheros gave it to him. Not having much else to say, Shigeru left in anger. Zepheros had many known allies. He was already on the jump on things, having volunteers to spread the word of Tolijins change. His close friends and allies came together to help him out. Before anyone knew it, Toijin was a force to be reckoned. Many known fighters and powerful beings from across the lands were set in protecting that which they found hope in.
