Raiha is a really mysterious character. There isn't much information on him in the anime or the manga. But based on reading the manga he's cute, polite, handsome and loyal. He works for Kurei and (yuck!) Mori Kouran. He's also one of the nicer characters in the Uurha but he can also kill easily like the others. He is also very loyal to Kurei and possibly his best friend. You can definitely tell that he has a great deal of interest in Fuuko, too. Raiha also looks much better in the manga. In the anime he has BLUE hair which I find is rather strange and not much of a hairline. Which sorta makes him look like he's wearing a wig. See the pics below. He's not so serious in the manga either. In fact he's really goofy and friendly but apparently he has a dark side.
