Golf Course Selection Committee
SCTX
February 3, 2006

Jane and I want to thank you for your approach in developing your communications with the Sun City residents.  On February 2nd we received the communication outlining your goals covering the bid selection process in which constructive comments were encouraged.
It is our understanding Troon manages Tera Vista with a total annual golf budget from $1 million to $1.1 million.  We must say their course has been in excellent condition each time we have played it.  You may want to review what was in their contract.  Let’s say whoever receives the contract, based on Tera Vista’s total annual budget, the bid ranges from $2.2 to $2.6 million for SCTX.   It is our hope that you would not lower the SCTX golf budget from the current level of $3 + million.  If you were to lower golf rates, based on past history, it would be virtually impossible to ever get an increase through, should one be needed.  If there is a major savings, Jane and I feel the difference should be spent on upgrading our courses that have started to deteriorate in 2004.  And
It is our opinion that they have continued to deteriorate.
It is our suggestion the any savings resulting from this transition could be spent in upgrading and enlarging our tee boxes, eliminated certain sand traps, improving remaining traps on an annual basis, total aerification on fairways and tee boxes to restore their quality, improve maintenance of the various beds and shrubs, and review of our marshal program.  We are also concerned that the 10 year old greens at Legacy Hills are going to have to be replaced in the not too distant future.

We feel these are our major concerns facing the selection committee and the management company they select.  Again thank you for your professionalism.  It gives Jane and me confidence that your decision will improve the golfing experience of everyone, as well as the value of the homes in SCTX.

Good luck,

Terry Swanson
