The nine figures on horseback in (164b) represent retired and current chief justices as well as those holding the titular rank of chief justice. The ones with green turbans hold (or held) the rank of chief justice of Rumelia, the most senior position in the judiciary. In (165a) we see the four highest ranking viziers below the grand vizier: İbrahim Pasha, Tevkii Mustafa Pasha, Osman Pasha, and Governor Ali Pasha of Raqqa. Each is dressed in a richly decorated fur cloak of the type known as kapaniçe. Guards dressed in red dolmans and armed with spears accompany the four most powerful men in the Ottoman Empire at this time.
